Relevant national policy decisions on farmers also had a more significant role in farmland circulation policy, transaction costs, clear land ownership, Per capita cultivated land area size and so a direct impact on the decision-making behavior of farmers.The above analysis shows, current as Shen Qiu County’s major grain-producing counties, food production is still in the small-scale operation, it is difficult to obtain economies of scale, for the protection of farmers’income, improve farmers’enthusiasm for growing grain, and farmland circulation should accelerate and expand production scale farmers.
