Agriculture is the lifeblood of our national economy and the basis for the development of China’s market economy. In recent years, as the pace of urbanization accelerates, hacking, environmental pollution caused decline in arable land, agricultural land quality. In2011China’s per capita arable land decreased to1.36acres, only40%of the world average, resulting in per capita food production dropped significantly, forcing us to have to pay more attention to the development of agriculture. The main grain-producing areas in China on the grain production in China more than70%, so the major grain-producing area of the thirteen provinces has an important significance in food production to our country’s food security, it is the center of the national grain production, and it is directly related to Chinese food production safety and beneficial to the people’s livelihood.In this paper, based on human capital theory, soft input theory, theory of economic growth of agriculture, summarizes the general situation of the quality of human capital and main grain-growing regions in our country, analyzes the soft input in the main growing regions of grain production. And on this basis, the Case of Henan Province to further study the relationship between Human capital quality and food production, attempts to demonstrate the positive impact of the quality of human capital on China’s grain production efficiency and the agricultural output.The article concludes with suggestions to improve the quality of human capital in rural areas and to achieve the transformation of the mode of agricultural production.
