Study On The Agricultural Development Of Main Grain Producing Areas Supported By Finance In China

As agricultural specailization region, Main grain producing area is at very important status in economy development. In the past decade, Main grain producing area played the upmost important role to insure food effective supply and contributed necessary materials to industrilization in China. Therefore, finance should be used to sustain and protect the development of agriculture in main grain producing area as the major measurement by the government. In the 21st century, there exist at least four factors that will have great impact on Chinese agricultural development in main grain producing area: (1) the reducing plantation acreage; (2) shortage of comparative advantage; (3) transition toward buyer market; (4) the degressive income of peasant. After the China WTO entry, it has to adjust the fiscal support agricultural development policy by the rule of comparative advantage and comply with rules of WTO. Based on the concerned theories about finance support policy of agricultural development, this paper analyses the contradiction and problems facing the process of finance support agricultural development in main grain producing area, then brought forward the practical methods such as establishing finance investment model, using the positive financial policy and "green-box", "yellow-box"of WTO to sustain the space of protection to resolve the variety of problems in the process of main grain producing area agricultural development through fiscal support in China.
