Research Of The Problem Of Foreign Direct Investment In Hebei Province

Under the rapid development of world economic integration situation, foreign directinvestment has become an important means and ways for the world countries and regions toparticipate in the international division of labor, make full use of external resources andworldwide market, to promote the transformation and upgrading of industrial structure andenhance the international competitiveness. As for Hebei province, it is particularly importantto further improve the scale and level of foreign direct investment. With the further speedingup the process of China’s reform and opening up, economic growth in Hebei province and thetotal economy has been rapid growth, but also face more and more severe challenges, such as,the serious excess capacity and pressure on resources and environment.Enforce foreign directinvestment and promote enterprises to "go out", it has become an important means andeffective way for Hebei province to adjust economic structure, to upgrade industrial structure,to solve the excess capacity and the pressure on resources and environment, then improve theinternational competitiveness of Hebei Province Economic. Taking this as the background,this paper mainly studies three problems: the first one is the analysis of foreign directinvestment theory; the second is the current situation, effect and problem of Hebei province’sforeign direct investment; the third is the policy suggestion to further promote foreign directinvestment for Hebei province. The full text is divided into four parts:The first part, the related theory analysis of foreign direct investment. On the basis ofanalyzing and summarizing related theory of foreign direct investment, combined with thenew changes in the economic structure and the division of labor in the world, to explore theeffective way of foreign direct investment, then provides the theoretical support for the furtherpromotion of Hebei province’s foreign direct investment. Firstly, it is the definition for theforeign direct investment, and then based on this theory; there are the analysis of small scaletechnology theory, technology localization theory and technical innovation and industryupgrading theory.The second part, the related analysis of Hebei province’s foreign direct investment. Thisis the core part of this paper, including the analysis of the present situation of foreign directinvestment for Hebei province, as well as quantitative analysis for the economic effect ofHebei province’s foreign direct investment. Firstly, There are analysis of industrial selection,location, investment subject, investment means for Hebei province’s foreign directinvestment.secondly, followed by the use of regression model measurement method, therehas an analysis on the effect of foreign direct investment for Hebei province economy (including industrial structure, export trade, technology, employment and other aspects). Onthis basis, combined with the analysis of foreign direct investment enterprises in Hebeiprovince (The Great Wall), the existing problems in foreign direct investment have beenanalyzed.The third part, domestic and international foreign direct investment experience. Firstly, itis an experience of the overseas foreign direct investment by a summary and comparison.Mainly including: strengthen government support, broaden the location choice, loosemonetary policy, adjust the industrial structure, improve the legal system and perfect theguarantee system; secondly, combining our country and our province actual, analysis ofdomestic and foreign direct investment experience. Mainly include: government policies, riskguarantee system, management and technical personnel training, concentration the advantageof large enterprises and investment platform etc..The fourth part, policy suggestion for Hebei province to promote the foreign directinvestment. Combined with the related theory and empirical analysis, the policy selections forforeign direct investment of Hebei province can be concluded, they are further optimization offoreign investment location choice, encourage and support enterprises in Hebei province’sforeign direct investment, select the dominant industry of foreign direct investment, perfectlaws and regulations system and risk prevention mechanism, speed up the training ofprofessional management and investment professionals, improve the financing guaranteesystem.
