Research On Selection And Cultivation Of Regional Emerging Industries

Currently, technological development and industrialization is getting faster andfaster. Demands of people evolve in a diversified and high-level way. The traditionalindustries solely based on the existing resources have gradually encounteredbottlenecks, and the emerging industries come into being with innovation as the corepower factor. Countries all around the world consider emerging industries as a newgrowth point of economic development.The developing of regional emerging industries is highly supportive to thesuccessful implementation of national industrial policy. For those regions that wantto promote local economy and upgrade the industrial structure though developingemerging industries, the most important issue facing that is how to select and cultivatethe prior emerging industries reasonably. And that is the main content of this paper.This paper first reviews the existing research status of emerging industries athome and aboard, and sums up the related theories and literature research on choiceand cultivation of emerging industries. This paper then makes an analysis of conceptand characteristics of emerging industries combining with the related research.Through further thinking, the author finds out that there are still blank zones ofchoosing methods of emerging industries on the basis of the real essence of emergingindustries. And the analysis and establishing ways of effective mechanism during thecultivation process of emerging industries also needs to be expanded.Based on the summary and analysis of existing theory, this paper presents theprinciples needs to follow when choosing regional emerging industries on chapter3.The paper also emphasizes that the principle of applicability is the most fundamentalone, that’s to say, an emerging industry can truly develop in the area depends onwhether the needed innovative resources adapt to the regional environment. Theevaluation index system established in the study provides a quantitative measure ofregional emerging industries choosing. In chapter4, the paper focuses on the issue of regional emerging industriescultivation. Starting from the cultivation process and model, the paper emphasize thatbuilding an innovation cluster relying on science and technology park is an effectiveway to cultivate emerging industries. Though the further analysis of relationshipbetween the government and the market, the paper clearly proposes the implementkey in different stages of the cultivation, and puts forward the mechanism to beestablished to promote the innovation cluster successfully built and to play the strongadvantage of the process of emerging industries, namely the mechanism ofinformation exchanging, the mechanism of resources collaborative innovation, themechanism of innovation intensive, the mechanism of public service and themechanism of innovation platform.After the first four chapters’ research, this paper initially builds a basic researchframework of regional emerging industries connotation analysis—choosing—cultivation. Based on the framework, the paper puts the study into practice in JilinProvince in chapter5, for example. This paper gives a composite score rank of the28industries in Jilin Province by applying the evaluation index system settled in chapter3, to establish the alternative set of emerging industries of Jilin Province. Then makesa discussion on the problems during the process of local emerging industriescultivation and proposes targeted policy recommendations.
