Research On The Cultivation Of The Strategic Emerging Industries In SICHUAN Province

History experience shows that technological innovation will be transforming the industrial structure and stimulating a new round of economic growth after economic crisis. It is an effective means of reversing the recession from the crisis. Since the beginning of this century, the international financial crisis has a deep effect on the world economy. Most countries have suffered various degrees of damage. In order to break away from recession as quickly as possible, they have turned an attention to emerging industries which is technique-oriented one by one. Actually, our country had clearly proposed transformation of economic restructuring earlier. It has gained a lot of success that economic gross has reached the second in the world. But generally, the level of productivity is still lower. The regional development is ever more unbalanced.Because of the financial crisis, international trade amount begin to decline, while the technical barriers become a major obstacle. With rapid development of industrialization and urbanization, issues of resources and ecological environment are also increasingly prominent. GDP growth depends on "troika" — limited exports,insufficient domestic demand, investments(more speculative) overheating. Both inside and outside economic reality demands that we must get out of this predicament as soon as possible.For later developing country or region, finding a rapid path of economic development is especially urgent and essential. Industrial revolution is an opportunity to corner overtaking. Developing countries can take advantage of the fast-track on free rider to achieve economic development. It is a feature that strategic emerging industry is an important project in the western development and national twelfth five-year plan, even for a long time in the future. As strategic emerging industries in general are still in the stage of industry incubation, the research on strategic emerging industries naturally become a hot field in academia.Currently, the foreign and domestic researches on different angles are mainly on the strategic level but few on industry cultivation. Because distinction and selection between strategic emerging industries and other industries is on the risk of choice,there are many problems as well as strategies are in dilemma. The similar structure of industries is absolutely obvious and the consciousness of industry division is missing.The industrial competitiveness is not strong enough. The result is not only failed to saving economic resources, but also the sunk cost and opportunity cost are increasing naturally.With the topic of “research on the cultivation of the strategic emerging industriesin Sichuan province”, it is based on industrial economics, regional economics,institutional economics and managerial economics, which is used as the research object that strategic emerging industries of Sichuan. This paper using comparative analysis, combination of static and dynamic, qualitative and quantitative, theoretical and empirical analysis, will summarize the relevant references at home and abroad,including connotation and feature of strategic emerging industries. The point is an analytical method of SWOT, DEA and GRA. Through integration and analysis of a large amount of data, the factors that have an effect on strategic emerging industries will be required further analysis that the efficiency of technological innovation and industrial relativity. Besides, through summarizing advanced experience of major nation and economies, it has discussed some questions about the cultivation of strategic emerging industries in Sichuan. Finally, this paper will propose some possible and rational suggestion about industrial policy.The study of strategic emerging industries in this paper can be divided into four following parts:Part I: The Basic Theory(chapter 1-2). Chapter 1 is an introduction, mainly discussing the background and significance of the research in this paper, related research of overseas and domestic, main content, methodology of research, as well as possible innovation. The objective and purpose of the study is clearer. Chapter 2 is a summary that includes intension, features and industrial classification of strategic emerging industries. Taking example by industry life cycle theory, theory of innovation, industrial structure, later-mover advantage, also markets and government regulation, all of these which are summarized with other related economic theory as the basic theory and footstone of strategic emerging industries are used to provide theoretical foundation and practical guidance.Part II: Practical Analysis(Chapter 3-5). Chapter 3 focuses on cultivation of strategic emerging industries. Through horizontal and longitudinal comparison of strategic emerging industries, it shows that the regional distribution and structure tends to polarization and homogenization. Stage of development is still in introduction and growth period. Besides, the analytical method of SWOT is used to evaluate economic environment on strategic emerging industries in Sichuan. Facing with a new technological and industrial revolution, international and domestic competition is fierce increasingly. There are certain advantageous conditions on policies, natural resources, technology, human capital and industrial agglomeration. But there are some problems with lack innovation, financing difficulties and imperfect system. The result is low level of industrialization. Chapter 4 mostly is an empirical analysis about DEA and GRA which evaluates technical innovation efficiency and industrial relativity on the high-tech industries in Sichuan. Establishing index system of industrial evaluation,the empirical result is the new generation of communication industry represented by electronics and telecommunications manufacturing industry is already mature. Others’ continued development is still much room. Chapter 5 is about international experience learned from foreign on cultivation of strategic emerging industries and played a guiding role. Through the comparison for industrial policy on the United States and European Union, Japan, Korea, Brazil and India, the advanced experience and lessons combined with the economic realities of Sichuan shows that the interaction of government and the market is worthy to discuss, which need to strengthen policy support especially on government.Part III: Measures design(Chapter 6). Based on previous theoretical analysis and empirical results, the result on research can remind to provide measures with local reality, which is relatively effective, realistic and feasible. The government oriented policy on strategic emerging industries should increase investment in science and technology-oriented researches, encourage and support the technological innovation of enterprises, besides, create market demand and supply environment. The advice of policy about cultivation and development of strategic emerging industries will be provided for the government to gives full play to the subjective initiative.Part IV: Conclusion. There is a further summary about the main content and ideas of this paper, proposing shortcomings and the research direction in next step.The key point and value is reflected on these ways that this thesis focuses on the empirical analysis about cultivation of strategic emerging industries in Sichuan. Based on industry theory and the current situation of industry, SWOT, DEA and GRA are used to make researches on economic environment, efficiency of technological innovation and industrial relevance. Some referential suggestions learned from international experience and empirical result is theoretical and practical guidance of policy.
