Research On The Selection And Evaluation Of Regional Strategic Emerging Industries

At present, the development of strategic emerging industries is still in its infancy, butit has been the emphasis of international competition for its great market potential.China has ushered in a new stage of building a well-off society. In the country’sstrong support, each individual ministry has been formulating the support policypositively and each province and city also has been setting about making the supportpolicies and deciding the key areas of developing strategic emerging industries basedon their local state of material resource, industrial foundation, comparativeadvantages and long-range rewards of economic development. However, since“strategic emerging industries” is a new concept, of which research is still in an earlystage, most provinces and cities don’t have an overall apprehension of its truemeaning, resulting in serious blindness and arbitrariness in the selecting procedure.The industry areas that have been chosen as the focus of development don’t practicethe characteristic prominently, and most districts are facing further overcapacity andstructural convergence situation, which has a negative effect on economicdevelopment. As the endogenous driving force of enhancing economic growth,choosing the key developing areas of strategic emerging industries and studying thedevelopment strategy by constructing the selecting model have major strategy andpractical sense energetically for transforming economic development way andpromoting the industrial structure optimization and upgrading. Moreover, the researchon development strategies of particular area can provide some brilliant thoughts ofeconomic structural adjustment and a prospective guide of industrial structuraladjustment to governments at all levels.This article first defines the content and feature of strategic emerging industries,then builds the evaluation and selection system of regional strategic emergingindustries based on four principles including growth potentiality, related effect,technology innovation and comparative advantage, aiming at providing a theoreticalreference for the government to make the planning of industrial development and choosing the right leading industry. Combining the developing facts of strategicemerging industries in Hubei and using analytic hierarchy process to optimize theindex system, this paper uses AHP model to conduct a comprehensive evaluation.Lastly the paper gives some countermeasures to the selection and cultivation of thestrategic emerging industry of Hubei.The main conclusions are as follows:(a) The noun Strategic Emerging Industriesis introduced as a new concept combining with our national conditions. The strategicemerging industries has the characteristic of Strategies, long-term, innovation,uncertainties, higher correlative degrees, high growth potentiality, risk and policyleading.(b) The selection of strategic emerging industries considers some otherfactors, for example, absolutely new principles and new regional demands.(c) Hubeishould give priority to central electronics information industry, biomedicine industry,new materials industry, new energy industry, high-end software industry, a newgeneration of information network industry, and intelligent manufacturing industry.(d)Hubei should be realistic about its regional advantages, correctly choose the industryaccording to local conditions, cultivate regional advantageous industries, be clearabout precise location, make and implement plans, enhance technology renovation,strengthen and expand high-tech zones, accelerate talents squad construction andprovide intellective capital for the development of strategic emerging industries.
