In recent years, the phenomenon ofillegal public rental housing idle and violations increased year by year, caused the unfairthat some people should be out but not and some people should be in but not.Establishingeffective exit mechanism is to solve the housing problems of low-income people bymaking full use of the social public resources，it is an important measure of reducing thepressure on the government, and promoting the harmonious development of society.Therefore, how to build the perfect exit mechanism become the focus of the constructionof public rental housing system in our country.This paper mainly carries on the analysis to the Jinan public rental housing and exitmechanism present situation, summarized the problem of exit mechanism during theconstruction and operation,such as low legislative level, increasing irregularities, falsepersonal information, the lack of social supervision and civil responsibility. Through theanalysis of USA, Hong Kong public rental housing exit mechanism, to learn the helpfulexperience to improve the exit mechanism of Jinan public rental housing. Puts forwardsome countermeasures and Suggestions,such as establish the perfecting law and relatedregulations, build a complete exit system, establish an effective mechanism of rewards andpunishments, strengthen social supervision, etc.Its purpose is to solve the housingproblems of low-income populations in the wider, improve the housing level of residents inour country,achieve home ownership society truly, reflect the fairness of social resourcesand build the perfect housing safeguard of our country.
