| Since the acceleration of the implementation of the housing security policy in 2008,the scope of the security objects has been gradually expanded,the security methods have been more abundant,and supporting policies have been introduced and improved.Since the 18 th national congress of the Communist Party of China(CPC),the CPC Central Committee with comrade Xi Jinping at its core has put the people first,taken improving people’s wellbeing as the fundamental goal of development,continued efforts to ensure adequate housing,improved people’s living standards,and steadily advanced the construction of government-subsidized housing.As an important part of China’s affordable housing policy,public rental housing has largely solved the housing problems of low-income groups and played an important role in realizing their dream of "having a place to live".In the development of public housing policy,the various rules and regulations from scratch,gradually perfect,the audit access to public housing,rent subsidies,manufacturing through management out of each process such as work,especially public housing out of work,ensure the timely and orderly exit does not meet the requirements for the protection of the family,the maintenance of public housing policy of fairness and justice,to ensure orderly public housing resources circulation use,give full play to its in resolving the gap between rich and poor,safeguard social fairness and justice safeguard function.But in practice,there are still many problems to be solved.On the basis of investigation and analysis,it is found that in recent years,the exit of public rental housing in Changzhou has achieved some positive results: establishing and perfecting local regulations on the exit of public rental housing;improving the accuracy of the audit;strengthen the source control,improve the organization,set up a special organization and personnel for the public rental housing exit work,innovative work methods,optimize the process of multiple measures to improve the exit efficiency.At the same time,we also find that there are the following problems in the exit of public rental housing in Changzhou: The legal provisions are not comprehensive,specific and clear;public rental housing exit management efficiency is low,the level of specialization needs to be improved;public rental housing audit efficiency is low,the exit process is not clear,the exit lag: he main reasons for the following problems include: low level of legislation,imperfect laws and regulations;weak publicity of laws and regulations and policies,and insufficient public understanding of public rental housing policies;Public rental housing audit and exit mechanism is not sound,reward and punishment mechanism is missing,income and property verification difficult,personal credit system is not sound.In view of the above problems and their causes,based on the actual situation in Changzhou,and drawing on the useful experience in the withdrawal management of public rental housing at home and abroad,this paper puts forward some suggestions for improving the withdrawal of public rental housing in Changzhou as follows: First,improve the relevant laws and regulations,second,strengthen the publicity of public rental housing laws and policies to create a good public opinion atmosphere of public rental housing management;third,establish and improve the public rental housing management specialized agencies and professional personnel,to ensure that the rights and responsibilities are clear;Fourth,establish and improve the public rental housing audit supporting mechanisms and withdrawal mechanisms,the establishment of incentive and punishment mechanisms;Fifth,the establishment of personal property information platform to promote the integrity of the system;Sixth,rational view of question of public housing exit,ensure the supply of public housing products. |
