With the deepening of China’s housing reform system, the housing security system is also gradually established and improved. In recent years, public rental housing system as the supplement and perfect of China’s current security housing provides basic housing needs for the "sandwich layer", which is causing for concern. Developing public rental construction vigorously has a very important practical significance, which can solve the housing problems of low-income persons, can provide a bridge between the security housing and market, can improve the housing demand and supply system and safeguard social fairness and harmony and stability.Public rental is public property, owned by the administrative department of public rental. So the financing, construction and management are all led by the government and state-owned enterprises. Public resources have the characteristics of public, public welfare, government intervention and protecting the object-specific. As the national financial and human resources are limited, public rental resources are limited, which requires to assign the lease to the real needs and truly meets the conditions of the population, in order to achieve social efficiency and equity. Therefore, we should establish a perfect entry and exit mechanisms, execute the exit regulations strictly to protect the public rental recycling, in order to bring about the total welfare maximization of public rental.However, since China has implemented indemnificatory apartment system, the exit mechanism is still an urgent need. Most of low-rent housing tenants are low-incomer who need the state’s help for life, so they can hardly exit from the low-rent housing system. The exit mechanism for affordable housing also has its own specialty. If the tenants who meet some conditions purchase the house, it can be regarded as the exit. So the exit mechanism for affordable housing has become to purchase actions. The exit mechanism of the public rental housing is different from low-rent housing or affordable housing. The objects of public rental housing have some feather, so the exit mechanism for the public rental housing also has its particularity. Based on the public rental housing system theory, this paper compares the mature research of exit mechanism on the international indemnificatory apartment to the practice of the domestic public rental housing exit mechanism and designs the public rental housing exit mechanism.Effective exit mechanism can ensure successful transfer of public rental housing form different objects. Proceed from the public rental housing exit mechanism and combined with the previous research and the actual situation of domestic public rental housing, the paper focuses on analysis of the relationship between the participants and the processes, researches the actions of beneficiaries. Then the exit mechanism of public rental housing is designed.This study focuses on Game Model of beneficiaries and the process of designing the exit mechanism. This paper gives the Game Model between administration of public rental housing and tenants Class A who meet the conditions in the whole contract period and get the right to use the rental housing legally. This paper also gives the Game Model between administration of public rental housing and tenants Class B who at first meet the conditions, get the right to use the rental housing legally and don’t meet the conditions in the contract period because of income increasing. The Game Model between tenants Class C who don’t meet the conditions and get the right of renting public rental housing illegally and society public. The models give the actions of the participants and lay the foundation for the design. The thesis determines the principles for the exit mechanism, shows the thinking in graphic and gives the result finally.Public rental housing appears only in recent years, so relative law and rule are not so complete. In Chongqing, constructions and distributions of public rental housing just begin. The case of exiting from public rental housing is rare, so there may be some risks and faults in the designed mechanism. Law of personal income tax is not so satisfactory and the income audits suffer many difficulties, so those facts set some difficulties for this paper’s research.Last, the methods of improving mechanisms for public rental housing are put forward in the paper. Establishing supervise system and decreasing corruptions can be beneficial to the exit mechanism.
