As a necessity for the survival of mankind,house is particularly important,which is also cornerstone of the the continuation of human civilization.Since the reform and opening-up,China's government has strengthened the security housing system of low-rent housing and affordable housing for middle low income community.Provided that low-income groups can apply for security housing and high-income groups can afford commercial housing,then the existing market housing price level is reasonable.However,with the continuous rise of domestic housing prices,housing resources have become tenser and tenser,and the pressure of various groups has been larger and larger.Currently,the problem is that some people whose income increased a lot compared with the income before can not afford commercial housing or apply for low-rent housing and affordable housing,and they are called “sandwich layer”.At the beginning of 2009,a high-level official of the Department of Housing Construction,in response to a reporter's question,mentioned that the construction of public rental housing should be further accelerated,public rental housing was a public product,which was owned by government agencies and public housing security institutions and rented to senior personnel at the level of rent lower than market rent.It was the first time that the word of “sandwich layer” was exposed to the public,and it was the first time that the government gave a solution to this problem.Since then,public rental housing across the country has sprung up.Public rental housing has existed for six or seven years in China's housing security system.Although each area invested a lot of human resources,financial resources and inventory resources for public rental housing,many drawbacks still emerged in the operation and management due to the lack of legislation in this field and the lack of corresponding laws and regulations.So,it's very important to formulate policies and regulations related to the exit mechanism.With the emergence of subsidies of a large number of public rental housings,establishing and perfecting a sound public rental housing exit mechanism has become the most important task.So far,China has no housing security law,and the relevant departments should accelerate its formulation,which is also conducive to curbing state-owned property waste.This paper is mainly divided into five parts.The author takes the public rental housing in Fengxian District,Shanghai as an example,and expounds the public rental housing exit mechanism in our country by means of investigation method,literature analysis and comparative research method.The introduction part mainly analyzes the research background,purpose and significance of the domestic public rental housing exit mechanism,introduces the current situation of the construction of the public rental system at home and abroad,and explains the basic structure of the paper and the drawbacks existing in the innovation and the reasons.The first chapter mainly introduces the connotation,significance and theoretical basis of the existing public rental housing exit mechanism in the whole public rental housing system,expounds the theoretical basis of the exit mechanism construction and the significance of the exit mechanism to the housing security system.The second chapter mainly introduces the experience and enlightenment of the public rental housing in several districts and counties in Shanghai.The author selects four cities with different conditions to make analysis and research,including suburban Fengxian,commercial bustling Xujiahui,Pudong New Area with the largest population and Changning with the largest floating population.On the basis of the second chapter,the third chapter analyzes the existing public rental housing exit mechanism,and puts forward that the the existing public rental housing exit mechanism exists five problems,including the low legislative level,the lack of unified legislation,the lack of clear responsibilities and specialized modern management system of some departments and institutions,the lack of integrity system audit and judging standards of exit criteria,the low consciousness of the lessee and the unsound incentive and punitive mechanism.On the basis of the above discussion,the fourth chapter proposes suggestions on improving China's public rental housing exit mechanism for reference from many aspects,including the clarifying of the responsibilities of public rental housing management agencies,the clarifying of public rental housing exit criteria,the perfecting of individual credit rating system and the perfecting of individual income declaration system.
