The Construction Of Full-course Management System For Quality And Safety Of Halal Beef And Mutton In Ningxia

Halal beef and mutton is important food in daily life of Muslim. It has the national and religious nature which the ordinary food does not have. So if the halal beef and mutton is not safety, the health of the consumers will be threatened. What’ s more, it will hurt the feelings of Muslim and cause a hidden danger to social stability. Ningxia is a province which has a lot of Muslim. It is also the halal beef and mutton consumption province. So breeding and slaughtering the halal cattle and sheep is also the advantageous industry which should be focused on in Ningxia. So the safety of the halal beef and mutton quality is the import factor to protect consumers’ rights and interests, maintain the market order, and maintain social stability.In this paper, based on this background, after study the experience of the halal food quality and safety management system in Malaysia, Singapore, the United States and other countries, I build a set of halal beef and mutton quality and safety management system. There are several parts in this paper. Firstly, use the economics theory to explain the reason for the halal beef and mutton quality and safety problems. And then combined with the actual situation from regulators, laws and regulations, standards, certification and inspection test, the paper analyzes the current situation of the construction of Ningxia halal beef and mutton quality and safety management system and its problems, then point out that there are a lot of room to improve and perfect in Ningxia halal beef and mutton quality safety management system.On this basis, the paper builds a set of complete management system of the Ningxia halal beef and mutton quality and safety which includes the roles of government, the third party institutions and enterprises. Finally it give some targeted countermeasures and suggestions to each of the three roles above.
