Meat is a direct relationship between the national economy and basic public goods, it is to meet the basic daily needs of people’s lives and meat, including animal husbandry and meat, poultry and fish meat. Xinjiang has more than 60% of the minority population, the demand for beef and mutton is more important than higher than other regions, in 2013, the Xinjiang-based beef and mutton meat production accounts for the proportion is 64%, therefore, the normal supply of beef and mutton in Xinjiang is to maintain social stable fundamental. In recent years, Xinjiang beef and mutton prices continued to rise, with an average annual increase of more than 18 percent, compared to Xinjiang urban residents per capita disposable income was only 10%, Xinjiang long-lasting than the national average on the basis of meat prices, particularly direct everyday life of sheep meat prices rose, and below the national average per capita disposable income growth, more clearly shows the Xinjiang-based meat absence and poor regulation, must conscientiously study and solve this problem.From meat to basic regulation, taking the cattle sheep industry, for example, to explore the advantages of Xinjiang characteristics of beef and mutton for the road and the direction of sustainable development, problems and deficiencies by studying the impact of fluctuations in the price of beef and mutton factors and the presence of government regulation proposed possible policy recommendations and regulatory basis. This paper is divided into five parts: The first chapter. Introduces the background and significance of this paper, theoretical support research status on cattle sheep industry and industry regulation, research methods and the basic framework of this article, and the article; the second chapter with the national industrial development in Xinjiang cattle sheep Compare. Xinjiang were working on with the national beef cattle and mutton sheep herd sizes and production, the price of beef and mutton, beef and mutton slaughter three aspects to compare, identify problems and deficiencies existed in Xinjiang cattle sheep industry. Finally, the need for regulation; third chapter economy type regulation and social regulation analysis of both the impact of existing national and regional cattle sheep regulation policy in Xinjiang cattle sheep industry produced; chapter by model Factors Xinjiang government regulation of cattle sheep industry, after improvements proposed regulation and provide evidence; chapter development path drawn by the foregoing analysis Xinjiang cattle sheep industry is diversified saving and recycling-based economy as guiding principles development path, mode is efficient, ecological and safe model of sustainable development, beef and sheep industry in Xinjiang Problems give policy advice.Regulation by the model processing factors concluded: price impact, Xinjiang cattle sheep respective complementary effect is the main factor causing price fluctuations of beef and mutton, feed price changes as a secondary factor, but consumer price index in Xinjiang beef and mutton prices have not directly affected; quality and safety regulatory aspects, factors causing frequent accidents and sheep meat is government regulation of the quality and safety of possibilities and business suffered due to the production of substandard products penalties size, to ensure that the Government Probability of qualified products regulation and the probability of production as large as possible, we should increase the production of substandard products business penalties; environmental regulation aspects, the probability of companies are not pollution by the regulatory authorities to check the cost of pollution damage to the environment, polluters fines and regulatory departments jointly decided pollution control investment, should increase the quality of non-compliance and penalties pollution enterprises, in order to ensure the effective operation of the quality of regulation and environmental regulation.Final results of this study that: To solve the traditional extensive cattle sheep breeding mode restricts Xinjiang cattle sheep industry should nurture and establish a large and family farms mainly of new agricultural management system, through the development of uniform standards and norms, cultivate leading enterprises, large and family farms to give certain preferential policies and other measures to improve the industry in Xinjiang cattle sheep breeding patterns; the government should strengthen the functions, good infrastructure, information exchange and tracking and monitoring efforts to ensure regulatory normalization; and government economic and social regulation, should be combined with the special circumstances of Xinjiang cattle sheep industry, the timely improvement and innovation to ensure that Xinjiang cattle sheep industry to diversify the development of road-saving and recycling-based economy.
