Talent is the core of the development of the enterprise, especially in the fierce competition in the market, and the competition among enterprises has been converted into the competition among talents. How to attract and retain the high-quality personnel, and make the most of the motivation from the stuff is an important topic to be settled for the enterprises. The fairly internal compensation and benefit system and external capability of attracting is one of the most important means of retaining and developing talent. Thus how to design and carry out the compensation and benefit system is of important realistic significance to the enterprises.Company T is an international inspection&testing company headquartered in Munich, Germany, involves in product testing services and a wide range of services to the industry in all areas. Along with the constant development of the company, the more and more issues exist in the original compensation and benefit system are growing bigger. To ensure T Company’s sustainable development, improve the management level of enterprises, and provide strong support for strategy development, the author provide the planning and design to the C&B system. This article will start from the problems encountered in the system design process of T company, analyze the present situation, problems and reasons, also incorporate the strategy and culture of T Company, taking into account such factors in a scientific and systematical way, motivate and guide the role of C&B system which plays an important role of institutional guarantee to a company.The T Company referred in this article is a multinational companies, as with a number of foreign companies in China has strong financial support, good market reputation and excellent enterprise culture. The executives lay particular stress on the business development while ignoring the human resource management, which led to an unhealthy C&B system, and brought lot of explicit and implicit problems. This article is based on the T-position, collaborating with a leading consulting company, has designed a C&B system with internal equity and external attracting points, combined with the bonus, welfare and other auxiliary systems, motivate staff in a material and spiritual way to enhance the sense of belonging to the company, as well as the satisfaction, and acceptance to the corporate, so as to fully mobilize the enthusiasm of staff, core competence and comprehensive strength of the enterprise.
