Nowadays, software project plays a key role in today’s society; the status of the software industry in the national economy has become increasingly important. However, success of software programs also suffered a huge risk. As both of information technology and e-commerce have a rapid development, Internet-based applications have a higher requirement in software quality. Therefore, software project’s risk management is particularly important.From the late1980s on, there have been numerous studies of software project risk management in foreign countries; our country in recent years has also set off a boom in software project risk management. Currently, research on project risk management is mainly about identifying the risks for project, estimating, evaluating, responding and monitoring.However, software companies have different sizes, the risk of a project is varied, and there are a lot of risks which managers need to take measures to deal with. But whatever size, companies own limited resources, including financial fund, personnel, time, and so on. Whether the risks play such a critical role to the success of a project that the managers should take actions to handle all the risks or whether each risk is worth for measures? If the effects of risk factors are various, whether the priority should be taken for part of risk factors and if so, what risk should be prioritized risk management? To answer these questions is based on risk management priorities, configuring limited resources to obtain the best risk management effectiveness.This paper is to study applying the Kano model to scientifically and reasonably determine software project risk factor management priority, just considering the limited resources of the enterprise, the specific risks faced by a software project are different, depending on customer requirements. According to the priorities established by the risk management, take appropriate measures to deal with different risk factors, to make sure the completion of software projects successfully as well as to optimize management goals in the conditions of limited resources. The second chapter of this paper describes the research status of software project risk management and Kano model domestic and abroad. Currently, researches on project risk management priority is still relative lacking, risk management priority’s main content is based on the analysis of risk identification, to sort various risk items a project faces in terms of certain theories and methods, and to figure out the management priorities. Kano model provides a good framework in industry of product design, quality management. It is initially used for the manufacturing field, and is now being widely used in the service sector, but has not been used in the field of risk management.Then this paper discourses the project risk management theory system, from risk identification, risk assessment, risk evaluation, risk response and monitoring four aspects. The theoretical system applies equally to software project risk management. Taking previous researches about evaluation theory of project risk management priority as references, including evaluation and assessment models, this article builds software project risk factor indicators. According to the principles of risk indicators constructed, select ten basic software project risk factors, and include the risk impact, effective degree of risk management, the probability of risk, risk management cost and the controlling degree of risk in the software project risk index system.Although the Kano model is mainly used in the field of quality management and product design, and a lot of practices have proved that it is reasonable, it is not a model to measure satisfaction, but to classify demands or indicators. According to the study to Kano model and understanding of the model’s core conception, the article attempts to use Kano model to classify software project risk factors, convert the Kano model in certain degree and make some language expression instructions, making it fit for risk management. Moreover, make empirical analysis on the Project Risk Management Kano model presented in this paper. From one hand, elaborate questionnaire’s design and surveys, as well as conduct a questionnaire reliability and validity analysis to ensure that data obtained has enough reliability and validity; from the other hand, the classification results of risk factors are analyzed and make recommendations, providing a new way of thinking for risk management priority evaluation studies. Finally, summarize the researching results of the paper, innovation point and deficiencies.
