With the improvement of social demands for software and ability of computer hardware, the scale of software becomes larger and more complicated. The software programs cannot satisfy the needs of users. The phenomenon of delaying and out of budget in implementing software programs is popular. After the investigation and analysis of these phenomena, it has been found that if these companies had prepared for identifying and eliminating the high-risky factors which would cause the risk and managed and controlled risks in the process of implementing the programs, those problems would be avoided and the negative effects would be reduced. Therefore, both the suppliers and the demanders of software are concerned about what factors will lead to the failure of software programs? What is the influence that the factors play on those programs? How to put those factors under control? All the questions above belong to software program risk management.This paper analyzes theories concerned about software program risk management, introduces concepts and fundamental principles, processes and tools, discusses the necessity of software supervision, develops a three-dimensional conceptual system model and analyzes the relations between each factor. The paper applies the fuzzy AHP method to analyzing and ranking the risk factors of the three parties separately so as to facilitate the cooperation of the three parties and to implement risk management in software programs. Finally, the paper develops the operational process of identifying and analyzing the risk of software programs.The structural frame of the paper goes as followings:The first chapter: Introduction. This chapter summarizes background, research scope, research idea, research contents, research approaches, research purpose and meaning.The second chapter: The literature review of software program risk management. This chapter summarizes the concerned theories, introduces some important thoughts and models in the area and analyzes their characteristics and brings them into comparison.The third chapter: the brief introduction of software risk management. In this chapter, the author describes some concepts of risk management, and analyzes the connection and difference between program risk management and program management, as well as software program risk management and financial risk management.The fourth chapter: the process of software risk management. It introduces the general process of software risk management summarizes the tools and methods of risk assess, and argues that risk prove should be added in the process of software risk management.The fifth chapter: Three-dimensional system model of software program risk management. First, this chapter discusses the necessity of introduction of software supervision and relation of three parties in software program is analyzed with information economics theory. Secondly, connection between risk factors of software program is analyzed based on complex science and other managerial theories, and a three-dimensional system model of software program risk management is developed. Finally, the paper discusses the operational process of identifying and analyzing software program risk based on the system model.The sixth chapter: Summarizes the whole paper and suggests what should be done to improve this study in future.The characteristics and innovative of this paper:1 -. We described the chart of the risk management relationship that the owner, contractor, software supervision three sides carry on.2, A three-dimensional system model of software program risk management is developed.3 > The paper discussed the operational process of identifying and analyzing software program risk based on the system model.
