Key-talent is a kind of valuable human capital and core competitiveness ofenterprises and source of creating enterprise value who has higher occupationtechnical level, outstanding ability of management and extensive industry experience,not only core competitive power to promote the upgrading of technology andmanagement of enterprises, but also the basic of improving to promote the upgradingof technology and management of enterprises and economic benefits of the enterprise.Losing key talent may lead to low economic benefit and even cause businessfailures. With hotter competition in the textile industry, the loss of key talent becomesinevitable because of the competition for talent. Since2010, Guangdong TextileImport and Export Corporation (hereinafter referred to briefly as "Guangdong Textile")have suffered the worse brain drain especially in the posts of management and coretechnology. In order to maintain permanent competitiveness, Guangdong textiledecided to introduce competence model and key talent evaluation system on the basisof the theory of Person-Vocation Fit into the management of human resource.This project adopts19kinds of authoritative evaluation tools in the world anddivides them into four aspects such as basic personality traits, perceivedorganizational support, person-organization fit and growth efficacy on the basis ofestablishing the core quality model of key talent. Through the preparation for datamodeling and five stages of evaluation over a period of a year, we can make anoverall evaluation on the basic characteristics of talent such as big-five, coreself-evaluation, proactive personality, values, goal orientation, adaptability andpolitical skills. The talent cognitive situation for jobs and enterprises, the degree ofrecognition, job satisfaction and job performance can also be evaluated. Moreover, theevaluation process and report generation help employees identify their careerdevelopment plans and match their posts.Finally, by summarizing and analyzing alarge amount of evaluation data, it can also provide early warning and advice for theenterprise human resources management.The core quality model of key talent is also applied in the recruitment in keyposts of Guangdong Textile. We can tightly integrate the key talent evaluation andrecruitment and design a new set of plans for key posts recruitment. Through theexecution of this project, the professional qualities and the management ability of thehuman resources department of Guangdong Textile should be greatly improved.Theywould get more rights to speak to the matter of hiring employees and promotingcandidates in the enterprise, furthermore the status of human resource department inthe whole enterprise would be significantly improved.In order to make sure that the project can be going on well, a temporaryorganization ("internal adaptation and external recruitment of key talent project team")have been set up in Guangdong Textile, which is responsible for the entire project organization, coordination, implementation and security. As an opportunity that keyposts recruitment, Guangdong Textile plans to gradually introduce modern conceptand establishes a suitable mode of human resource management for this enterprise.Therefore, the key talent assessment center has been established in the humanresource department as a standing body that promotes evaluation of talent.Since the implementation of this project, it has played an active role inrecruitment for talent. Guangdong Textile has built partnerships with third partyincluding enterprises and universities. This win-win outcome of cooperation willimprove the level of company management of Guangdong Textile gradually andcertainly.
