Science and technology talents are constant flow in their own psychological expectations impact differences, regional marginal difference, regional physical geography advantage, regional social and economic development gap between the factors such, and the aggregation effect of technological talent aggregation in a certain scale, including information sharing effect, knowledge spillover effect, innovation effect, collective learning effect, competition effect, scale effect.With the quickening of economic globalization, all countries and regions are facing a severe test of international competition. How to give full play to their own advantages, enhance the regional core competitiveness and enhance the overall strength of the national economy has become an important research subject. This paper argues that the regional core competitiveness is a region of the accumulated in long-term development, comprehensive ability and competitive advantage that can create wealth and maintain long-term sustainable development of the region. It mainly includes economic competitiveness, basic competitiveness, science and education competitiveness, environment competitive, society competitive.The practice proved that, the competitive advantage of region is no longer having how much material resources talent but master the number of advanced theory and technology. Shanxi province is the country that has the rich resources, provides the resource guarantee stable for development countries. However, the relative shortage of the science and technology talents, technological talents aggregation degree is not high; the core competitive advantage is relatively simple. How to see the talent as the engine of development, give full play to the advantage of technological talent aggregation, realize the strategic goal of" talents ", to enhance the core competitiveness of Shanxi province is that we need to explore issues. Therefore, research on the Shanxi province science and technology talents agglomeration effect and the regional core competitiveness is very important.Based on the definition and characteristics of science and technology talents, we use the aggregation economic theory and talent flow theory analyzes the definition and characteristics of the effect of technological talent aggregation; we use the competitive advantage theory, regional economic theory and regional innovation theory analyze the connotation and characteristics of regional based on core competence, and the relationship between them qualitative analysis. To construct the index system of the effect of technological talent aggregation and regional core competitiveness in Shanxi Province, and objective weights of evaluation indexes by using entropy method. Combining the evaluation index and the comprehensive analysis of TOPSIS method for the vertical and horizontal analysis of science and technology talents agglomeration effect and the regional competitiveness of Shanxi province. Then assessed agglomeration and regional core competitiveness of Shanxi province science and technology talents by using factor analysis method, and analyzes the correlation between the two by SPSS17.0software, to study the coupling coordination degree of the two through the coupling coordination degree analysis model, finally put forward to enhance the Shanxi province science and technology talent aggregation effect and the relevant countermeasures to improve the regional the core competitiveness.The innovation of this paper:①Construct evaluation index system of technological talent aggregation effect and regional core competition, and objective weight of index by using entropy method;②Combined the index data and TOPSIS evaluation to analyze vertical and horizontal situation of technological talent aggregation effect and regional core competitiveness in Shanxi;③the physics coupling concept is applied to the field of management, the coupling coordination degree analysis model of Shanxi province to study the effect of technological talent aggregation and core competition of regional economy coordination degree.
