As the socialist market economic system to determine the state-owned enterprise reformin depth and level of development, China’s state enterprise development environment hasundergone profound changes, with the further opening up of domestic markets and thedegree of liberalization of international markets increased, as well as international companiesbetween domestic enterprises generally shared resources, making the competition forresources on the market, especially critical resources more intense competition. Talent asthe most critical elements gradually gain a competitive advantage, they became one of thecompetition for resources between the companies on the market the most intense. At present,China ’s state-owned enterprises become increasingly serious brain drain, caused greatlosses to the enterprise. How to attract talent, motivate and retain qualified personnel and toprevent the brain drain caused by the growing concern of the government and enterprises hasbecome a very important research issue.In this paper, economics, management science, psychology and other multi-dimensionalperspective on the issue of China’s state-owned enterprises to explore the brain drain,Shenyang Water Group, for example, the first by a large number of domestic and foreignliterature on the brain drain theory and analysis of the causes of brain drain, along identifyproblems, analyze problems, problem-solving ideas, using questionnaires, personalinterviews and other means of Shenyang Water Group members were about job satisfactionsurvey is understood that after the questionnaire data processing, from their own talent,enterprise and three aspects of social factors to analyze the factors affecting the brain drain.Which affect the brain drain of business factors including low remuneration packages ofcorporate human resources management system is lagging behind, the lack of effectivecorporate training mechanisms and the lack of good corporate culture. For corporate braindrain phenomenon, combined with the actual situation, put forward a sound remunerationsystem, improve the incentive system, improve corporate culture, to help employees makecareer planning, performance management system to create dynamic and strengtheninghuman resources planning and management of several countermeasures. Through this study, Shenyang Water Group found that the situation is more seriousbrain drain, the author analyzed from the environment, businesses and individuals threefactors, made a number of responses to the brain drain, companies want to be able to helpbring human resource management, while for the same type of state-owned enterprises alsohave universal reality reference.
