The Chinese people have meditated the economic growing way due to the hazy weather in north China appears frequently in recent years, and realized the urgency of developing of the renewable energy. Low carbon economy has becomes one of the key research and development task in the world, thus low carbon economy development strategies have been defined by many countries, among that, development of the renewable energy (wind power and solar energy and so on) is one of the most important strategy action. As one of the actions of energy-saving and emission-reduction, China government pays huge effort on development of the renewable energy, and wind power plays a biggest ratio due to its technology is stable compared to the other recycle energy’s realization, and getting higher economic efficiency as well. The wind power industry grows fast by China government’s huge investment in the recent years. However, due to the reasons of some electric voltage transforming technology issues, insufficient infrastructures supporting on the power transmission, electric grid interconnection limits on the wind power, and related policies, the overdue payment in the whole wind power industrial supply chain has become more and more serious since year2011, which brings a negative influence on the wind power industry continuous growing, despite of the installed capacity is still keeping a rapid increment.As one of earliest foreign companies who got involvement in the China wind power generator’s slip ring industry, Schunk also encountered the problem of the overdue payment by customers problem since year2011, Schunk stopped the wind power business with some customers to reduce the risk of getting back the overdue payment. However, the continuously decreasing of the market share also may result in Schunk would be finally excluded out of the China market, it becomes an important strategy on defining the slip ring business development strategy for the company’s business.In this paper, the article begins with briefing of the concept and principles of the strategy management and business-level startegy, based on this theory, analyzes the internal&external environment, and core competition of Schunk slip ring business, by the analysis method of PEST&SWOT, find out the key problems in Schunk’s slip ring business, thus defines the localization strategy and defines the detailed actions for implementation.Some problems raised up in this article were encountered by many wind power enterprises, it is a subject for the wind power industry to consider about planning of the wind power business, thus this article could be some reference for those enterprises.
