Huangling Mining Railroads Fine Job Value Management Studies

With the high speed of reform of our country economic system,accelerate the process of market and the need of build large-scale coal production bases, the coal industry management model has been changed and modern coal enterprises have being emerged.The development of modern coal enterprises would like to market-oriented, intensive, large-scale and automated transformation.Meanwhile,in order to achieve the constraint index40%-45%in the12th Five Year Plan,which we will endeavor to cut carbon dioxide emissions per unit of GDP by a notable margin by2020from the2005level.As the high carbon energy industry development of the coal industry, low carbon economy is a very difficult task.In order to reduce costs, improve efficiency, and achieve transformation development mode from extensive to intensive rapidly change, large-scale coal enterprises have implemented fine management.In the process of turning to fine management, fine management of post value as a new concept and management mode, also gradually used in coal enterprises. The position as the basic unit in enterprise production and management,is a combination of internal enterprise of people and events, is the smallest independent operating body in enterprise.Enterprises will specifically decompose all kind of people and things in different positions.People work on the positon.things are done on the position.Therefore, the position plays the role of platform for the enterprise strategy, idea, talent, management and systems.The position is the most basic elements which determine enterprise development.Fine management of post value combines the advantages of the post management and fine management, which is starting from a higher realm and a broader vision.Through manage and improve the position’s ability of self management and operate independently.the management level and core competitiveness of coal enterprises has been promoted. Fine management of post value provide a new path for the reform and innovation of coal enterprises.In this paper,I based on post cell theory, post value theory and refinement of management theory, I summarized fine management of post value theory.Then I used literature retrieval method, investigation method and case analysis to analysis and research fine management of post value in Huang Ling Mining Railway Transportation Company Limited.First of all,I summarized the stage of development and achievements of fine management of post value of Huang Ling. Secondly, aiming at the problems and shortcomings that still exist, I constructed a fine management mode and put forward some specific countermeasures.Finally, I put forward some suggestions on the promotion of the fine management of post value of coal industry, and provide a reference for the full implementation of fine management of other coal enterprises.
