The public service unit, different from the executive branches and enterprises, provide public services for society. The public service unit emerging in the planned economy era have long been included into the national system and managed by the administrative measures. For lack of professional management, institutions are in a bad state. The reform of institutions lags far behind those of SOEs (state-owned enterprises) and government departments which have made great progress up to now. Thus, there is a great need for enhancing the reform of institutions in China. It is not only the demand of the government system, but also the need for adjusting itself to the development of market-oriented economy and society. The implementation of post management is an important part of the personnel system reform of institutions which facilitates the personnel system reform of institutions from identity management to post management and post appointment. The paper aims to construct a proper state of post management in institutions by reflections on the results of the implementation of post management in SXFDA, analysis of the causes of such condition and introduction of the competence theory from the perspectives of the content, functions and post management practice of institutions.
