The China’s Local Fiscal Performance Supervision Research

Finance plays an important role in the economic development and distribution system of a country and area, related to social stability, economic development. The appearance of financial performance supervision brings about the monitoring, evaluation on financial behavior and feedback, and improve the management efficiency and the efficiency of public finance. With the continuous reform of the financial sector, strengthening the supervision of financial performance, has become a pressing matter of the moment of local government. The research of financial performance monitoring is the first transition to improve local fiscal effect, can provide an important and reliably theoretical basis for the local government’s work. Today, China has some study for financial performance monitoring, but most of them are not mature, especially the relatively rare in monitoring performance of local finance.Based on the in-depth analysis of Jiangsu Province Economic and Technological Development Zone Yancheng City fiscal performance supervision status and problems, this study finds out the shortage of the local financial performance monitoring in consciousness, action and method etc. On the basis of the expert evaluation and group evaluation, according to the actual situation of the study area, the performance of financialsupervision and evaluation of three factors. In addition, with the help of the method of fuzzy comprehensive evaluation, this study makes a comprehensive evaluation of financial performance indicators system. Through the fuzzy comprehensive evaluation indicators at all levels ofsupervision on the financial performance of the financial performance of the overall results, the study area was "good", shows that the regionalfinancial performance parts to achieve the desired objectives, consistent with the actual situation of local fiscal operation.According to the results of the comprehensive evaluation, this study analyzes and evaluates them, and puts forward some effective suggestions and countermeasures to strengthen and improve the work of the district financial performance supervision. This study has important theory and practical significance to improve the performance of regional financial supervision level.
