Economic Development Zone Performance Management Evaluation And Innovation Development Research

In recent years,the Party Central Committee and the State Council have put forward a series of new requirements for government performance management.As a key link for China to promote the development of an open economy and promote the process of industrialization and urbanization,these series of requirements also indicate the direction of performance management reform in the economic development zone.The implementation of performance management in the economic development zone is a key link to lead the innovation of the management system and an important starting point for the development of the economic development zone.A review of domestic and foreign studies reveals that current foreign research mainly focuses on the distinctions between the concept of development zones,the factors that affect the development of development zones,and the construction of development zone evaluation indicators.Domestic research mainly focuses on the basic theory and Summary of practice,the trend of legalization of the development of performance management system,government performance management evaluation mechanism,performance management system innovation and other aspects.It can be seen that there is a lack of research specifically on performance management and innovation development in the Economic Development Zone.Based on the connotation and constituent elements of performance management,this dissertation analyzes the incentive theory,performance management theory,cost-benefit theory related to performance management,as well as the growth pole theory,system change theory,and entrepreneur government theory related to the development of the economic development zone,and constructed a theoretical system to study the economic development zone performance management evaluation and innovation development.Looking back from history,China’s economic development zones have experienced the development process from Westernization to localization,from learning and exploring to transformation and innovation.The specific manifestations are fuzzy management in 1984-1993,development stage of exploration,standardized management in 1994-1999,and benign development stage,policy support from 2000 to 2012,the high-speed development stage,the internal and external functions from 2013 to the present,and the transformation and development stage.These historical marks have profoundly affected the innovation and development of the Economic Development Zone.From a policy perspective,the State Council,the General Office of the State Council,the Ministry of Commerce,the Ministry of Finance,the State Administration of Taxation,the National Development and Reform Commission,and various provinces and cities have repeatedly issued documents to support the development of the Economic Development Zone and provide ideas for its innovative development during the past three decades.Based on the data of Hunan Province,the article builds three first-level evaluation indicators of industrial foundation,technological innovation,and regional driving.Regional GDP,actual development area,industrial land area,the number of people with bachelor degree or above,the number of high-tech industrial enterprises,and regional GDP account for Seven secondary evaluation indicators of GDP ratio and total taxes paid by local cities,using gray correlation analysis method to obtain the performance ranking of eight national economic development zones in Hunan Province from high to low in2018 are Changsha Economic Development Zone and Liuyang Economic Development Zone Development Zone,Xiangtan Economic Development Zone,Wangcheng Economic Development Zone,Yueyang Economic Development Zone,Ningxiang Economic Development Zone,Changde Economic Development Zone,Loudi Economic Development Zone.At the same time,using the scale method and questionnaire survey method respectively to the leaders,staff and residents of the management committee of H City Economic Development Zone in Hunan Province,since the implementation of performance management in H City Economic Development Zone in 2015,the public satisfaction has been effectively improved,Management capacity and efficiency,promote the reform and innovation of management systems and mechanisms,and promote the rapid and comprehensive development of the economy of the economic development zone.However,there are still deficiencies in the recognition of performance management concepts,performance assessment and evaluation forms,performance assessment and evaluation bodies,and the application of performance assessment results.At the same time,they are also lacking in the recognition of performance management concepts,insufficient participation of performance assessment bodies,and performance assessment.Realistic problems such as imperfect evaluation models,poor application of performance appraisal results,and unreasonable setting of performance appraisal indicators.This is mainly because the employees of the Economic Development Zone do not pay enough attention to performance management,the lack of professional performance appraisal staff in the area,the lack of performance policy experience and the lack of scientific performance indicators caused by personnel problems.Based on the field investigation of H city,the key to the innovative development path of performance management in the Economic Development Zone lies in improving the performance culture "soft environment" and strengthening the theoretical awareness of performance management;constructing a provincial-level macro-evaluation system to establish benchmarking and competition awareness;optimizing performance evaluation Indicator system,improve performance evaluation process management;establish a diversified evaluation subject mechanism,scientifically and comprehensively carry out evaluation work;enhance government work transparency,smooth performance evaluation appeal mechanism;implement follow-up feedback,clarify evaluation responsibilities of different subjects;strengthen the quality of performance personnel Training improves the rigor of the performance home and abroad,the article selects seven development zones with good development,and summarizes its development model,main features,and experience enlightenment to China’s economic development up the experience of the development of advanced development zones at home and abroad,we have extracted model experiences that have important implications for the innovative development of China’s economic development zones,so as to build and develop economic development zones,socialist construction in China and the modernization of governance capabilities has injected development momentum.
