Study On The Path Of Promoting New Urbanization

Urbanization is an important symbol of our country modernization development. At present our country is in the transition period of economic and social development. The current structure of the world economy is in the crucial period of the adjustment at the same time-the existing economic order is broken, new order is in the exploration. China’s social development and the reform will face a profound change of the situation. The current urbanization is in a critical period development. Urbanization is the greatest potential for expanding domestic demand. Promoting the urbanization forward faces both opportunities and challenges. Exploring a suitable way for our country’s urbanization must be based on the current situation, grasp the development opportunities and conditions, and persist the sustainable development of the urbanization road.Since China’s reform and opening up, urbanization develops rapidly, urban population increased rapidly, and the urban scale expands unceasingly, improving and enhancing the urban infrastructure system etc, but Urbanization problems and contradictions highlight, displays in:the land financial dependence on tackling, census register barriers difficult to break, the interest structure difficult to adjust, the serious problem of investment and financing platform,"four modernizations" which cannot be synchronized coordinated development. If not properly solved these problems in time, those problems will affect social stability and rapid healthy development of urbanization. This research mainly from three aspects analyzes the causes of these problems:the system, systems, policy.In this paper, based on the traditional urbanization can’t sustainable development, to explore the new urbanization advancement path. This article embarks from the traditional urbanization, urbanization theory of Marxism, public governance theory, the concept of scientific development as guidance, and the perspective of integrating theory with practice, from history and reality mainly aiming at improving our country traditional urbanization quality, which is how to effectively solve the problem of the poor quality of urbanization and contradictions, and try to explore from three aspects, as for the institutional level, the need for further reform and improve the relationship between central and local institutional reform and rural interests cured management system, return to market-oriented development system; On the institutional level, we must reform the rigid household registration system and reform current land management system, Reform and improve the urban and rural social security system and the reform of the existing local government performance appraisal system; as for the policy level, it must be coordinated to promote the "four modernizations" simultaneous development, the development of science and urban planning, reform of the current investment and financing policies, strictly implement the urban and rural integrated development policies.
