Implementation Program Of SNG Project For Shaanxi Gas Group

With the fast economic and social development, natural gas consumption increases rapidly. Domestic natural gas production is hard to meet the market demand. Foreign import of natural gas increases year by year, natural gas supply still faces increasing pressure. Oppositely, coal, as China’s pillar industry of energy, is facing the problem of overcapacity, oversupply, falling price and so on. Therefore, a host of domestic regions and enterprises have conducted a series of researches and explorations in the conversion of other energy to natural gas based on foreign experience. In this occasion, Synthetic Natural Gas (SNG) emerged and was gradually regarded as the major way of clean and effective conversion of coal resources. Shaanxi Gas Group Co., Ltd.(hereinafter referred to as "Shaanxi Gas Group") is a specialized investor of the natural gas industry in Shaanxi Province with perfect natural gas pipeline facilities and over twenty years operation experience in natural gas industry. At present, Shaanxi Gas Group makes use of the province’s rich coal resources to carry out SNG projects depend on its own advantage. This plays a pivotal role in promoting provincial coal industry transforming and upgrading, enhancing the clean and effective use of coal to maintain the safe and stable supply of natural gas in the province.SNG is a resource, capital and technology-intensive industry. It is still in the primary and demonstration stage in China. This paper takes it as the study subject. Firstly, it discusses the development status and prospect of SNG at home and abroad from the aspects of industry policy, technology research and development, project construction, etc., analyses the feasibility, risks and problems of SNG project in Shaanxi Gas Group by studying the internal and external environment. Secondly, combined with Project implementation, feasibility research, industrial transformation, project management, corporate finance and other relevant theories, designs the SNG implementation program of Shaanxi Gas Group. Lastly, it elaborates the protection measures on project implementation through five aspects:policy, resource, capital, talent and market to facilitate the rapid and orderly implementation of the program for operation at an early date.
