China mobile communications corporation H co. ltd founded in July, 1999, has a history of 11 years. As the internal environment and external environment are constantly changing, for example, the increasing scale of enterprise, the advancing of Science and technology, and the changing of managing modes of enterprise network operation, the current method of staff design has shown significant limitations.The thesis takes C city's mobile communication company as the research object, on the basis of the present organization organizational structure, from the angle of conceptions of project and project management at first, reviews the history and manners of project management, analyzes the features and present statement of communication industry personnel allocation, and, according to the present statement of enterprise project management, comes up the solving plan. Through the research of the organization and administration, scope management, quality control, communication management, risk management and implementation progress in the China mobile network operating staffing project, the thesis comes up the manners and standards of China mobile network operating staffing project, it has made enthusiastic exploration of applying project management modes to human resource management practice. Hopefully, this study would provide the directional reference value for mobile communications enterprise to improve their human resource system and lead to certain discussions of working manners.
