Economic globalization has strengthened the competition between enterprises; the focus of competition has been changed from capital, products, and tangible assets into intangible intellectual capital competition. Facing these increasing competitions, human resources management, especially human resources management in performance management is used as a tool for enterprises to improve competitive advantage, the management level of performance management has a strong impact on competitive advantage of a company.Performance management, one section of human resources management, is unspeakable from project management. Because of the characteristics of a project, the performance management of a project is different with that of an ordinary operating organization. It's purpose is to stimulate the project team members to achieve their subjective initiatives, and improve the project output. Because Shaanxi automobile group Baoji micro-truck project is currently in the implementation stage, the main purpose of this paper is to design of the performance management system of Baoji micro-truck project, in term of the design method, design content, and the evaluation index, etc.The main research results of this thesis are as follows:Firstly, taking Shaanxi automobile group as the research object, through comparative analysis, the paper summarizes the problems of Shaanxi automobile group performance management system, and through extensive design activities finally establishes more scientific micro-truck project performance management system for the Baoji project.Secondly, by studying the relationship among the performance evaluation system and human resources management, project management, the basic principles and procedures of this system, the method for designing a framework of a human resource performance management system was systematically formulated. This will bring theoretical guidance and technical helps for automobile manufacturing industry and other industries on enterprise performance management theory and methods.Finally, a conclusion of this thesis and the prospect of the future research work are conducted.
