Electricity market is one of the important reform topics of the national power system. With the implementation of detaching generators from power grid and competing among generation companies, power market is gradually improving. As the main market subject, the ability of power plants to understand, analyze, and control operating costs precisely, and to predict future operating costs effectively, combined with other cost to quote accurately, become the decisive factor to maintain the blow position in the electricity market. How to carry out cost management of electric power enterprise has become a hot topic under this background.To make their own cost management to reduce business costs and improve business development, power companies must have an efficient organizational structure, a good cost management internal environment, a right target, a sound excitation mechanism, perfect assessment indicators, as well as awareness of cost management in all the staffs. In addition, safety production is very important in the enterprise, but if the heavy security neglect cost, will be not conducive to cost management. Therefore, grasping the relationship correctly between security contol and cost, also can help the enterprise to carry out cost management effectively.This paper first analyzed the theory of cost management,adpoted a research approch of combining theory with case, then focused on the M hydroelectric enterprises operating cost management problems, analyzed the causes of problems, and put forward measures and recommendations proposed to improve the operation ofM hydroelectric enterprise cost management. The measures and recommendations proposed for lower operating cost, would provide reference and guidance for other types of power generation enterprises.
