The implementation of energy-saving dispatch by electric power industry will help alleviate China's current energy shortage and environmental pollution situation.It has changed the conventional power generation scheduling approach and can minimize energy consumption, reduce emissions and ensure the power systems efficiently and cleanly. However, the current work of energy-saving and emission reduction, rely mainly on energy-saving dispatch which is a partial administrative measure to promote and the market mechanisms to promote the use of energy saving is relatively small. In terms of energy-saving dispatch from the nature of generation right transaction both are a useful tool to achieve the target of energy-saving and emission reduction, but energy-saving dispatch is more administrative, and generation right transaction is the most characteristic way. Implement energy-saving dispatch and generation right transaction will be a tremendous impact on power generation enterprise and grid enterprise.In this paper, operations research optimization theory, and theory of generation right transaction, power price are used to bulid the optimization model to analysis power generation cost of power generation enterprise, electricity purchase cost of power grid enterprise and use these models to reach appropriate conclusion.The final section of this article describes the theoretical ideal energy-saving dispatch phase—energy-saving and economic dispatch stage and describes the cost changes of power grid enterprise to purchase electricity, the research indicates the direction of energy-saving dispatch.
