Under the new background of intellectual economy, science and technologyinnovation have taken a key role in development of society, agricultural science andtechnology innovation plays an even more important role in science and technologyinnovation. Improving the efficiency of agriculture, increasing the incomes of farmerand promoting the development of the country have increasingly become the focus ofthe society. The newly established Agriculture Policy has claimed that the innovationof agricultural techniques is the mere way to maintain the prosperous agriculture andensure the supply of agricultural products. Both theories and practice have proved thatagricultural innovation is the key factor and the main motivating power to convertagricultural development mode, promote structural adjustment of agriculture itself,enhance agricultural competitiveness and achieve sustainable development. Theinnovation of agricultural technique includes the emergence, spread and application ofthe new knowledge and technique, with the purpose of promoting the efficiency ofagricultural production. Agricultural technique is regional, social, long-term anddelayed; in addition, as a kind of public product, it has some similar features. As aresult, when it comes to the market, it will turn out to be a market failure, in need ofthe management of the government.This paper focus on〝the support to agricultural science and technologyinnovation system of Changsha Municipal Government〞as the main objective, bycombining field investigation and theoretical research, using government interventionand market failure to improve the related theoretical support system of agriculturalscience and technology innovation, we analyzed the agricultural science andtechnology innovation system of Changsha municipal government status and theexisting problems by contrasting with foreign developed countries such as UnitedStates, France and Australia’s government supports over the agricultural science andtechnology innovation experience, and the experience of the development of YanglingDemonstration Zone in Xi’an City of Shanxi Province, we put forward correspondingcountermeasures and suggestions towards the Changsha Municipal GovernmentInnovation of agricultural science and technology support system for the existingproblems first of all, we analyzed the technology innovation, scientific innovation,agricultural science, technology innovation and government support over domestic and foreign citations to establishes the theoretical basis of this study. We introducedthe present status of agricultural science and technology innovation system ofChangsha Municipal Government，by in-depth analysis of existing problems, such asthe unreasonable design of top lever, the lack of social measures, weak drivingabilities.We obliged to analyzes the restriction factors strengthen the legal consciousness,improved environment needs, unreasonable support measures, non perfect publicservice. In order to provide inspiration to the agricultural science and technologyinnovation system of Changsha municipal government, basing on the governmentsupport of agricultural science and technology innovation experience carries on thecomparative analysis in places, we summarizes sound experience and enlightenmentof agricultural science and technology innovation system for Changsha MunicipalGovernment. Finally, we come up with sound countermeasures of agricultural scienceand technology innovation system for Changsha Municipal Government by guidingthe innovation consciousness, awakening the whole society to optimize the legalenvironment, agriculture and innovation of agricultural science and technology andimprove the agricultural science and technology innovation of government policysupport system, improve the agricultural science and technology innovation of publicservice system.
