Modern agriculture needs the development of science and technology, while the innovation and development of science and technology need financial support. The "No. 1 Central Document" released by the Central Committee of the Communist Party of China and the State Council in 2015, entitled "About Intensify Reform and Innovation to Speed up the Construction of Agricultural Modernization", has focused on the issues of agriculture, rural areas and farmers, and provided that if China takes on an air of prosperity, agriculture must be strong, explicitly pointed out that we should strengthen the driven action of agricultural scientific and technological innovation.Agricultural science and technology enterprises as the backbone of agricultural science and technology innovation, its growth and development has its particularity, so its growth process need special financial arrangements. There is high risk in the research and development, the so-called scientific and technological risk. The risk comes from the uncertainty of the external environment of science and technology, the complexity of the project itself and the finiteness of enterprise ability and power. Technological risk may lead to failure and loss in the research and development, thereby preventing technology innovation. Based on the particularity of the risks of science and technology and the need of practice, the science and technology insurance arises at the historic moment. " The plan outline of Science and Technology Development in National Medium and Long-term(2006-2020)" and "The State Council on the Several Opinions of the Reform and Development of the Insurance Industry" definitely required insurance business development areas of science and technology; In March 2010, the China insurance regulatory commission, the ministry of science and technology issued " The Notice about Further Work for Science and Technology Insurance " marked the insurance from the pilot to the conventional science and technology, began a nationwide promotion, and laid the practical foundation on the establishment and development of agricultural science and technology insurance system.In this paper, the main content includes an introduction, the definition and theoretical basis, the construction of agricultural science and technology insurance system,the operation mechanism of agricultural science and technology insurance system and safeguard measures, by inductive and deductive methods to set up the agricultural science and technology insurance system. Firstly, this paper defined agricultural science and technology, the concept of agricultural science and technology insurance, and elaborated the risk theory of science and technology, agricultural science and technology innovation theory and the theory of financial development. Secondly, the main content includes the necessity and feasibility of agricultural insurance system construction of science and technology research, theoretical construction of the guiding ideology and principles of setting and construction methods. Thirdly, this paper introduced the main body of agricultural science and technology insurance, agricultural insurance operation mechanism and operation mode of science and technology, and the support and service system of agricultural science and technology. Finally, the paper puts forward safeguard measures to improve the agricultural science and technology insurance system respectively in view of the government, technology companies, insurance companies and intermediary institutions.
