In the new economy era, Information Technology and new emerging network technology has changed the competitive situation of enterprise; Enterprise Information is an essential tool to adapt to this change. Enterprise Informatization Strategy is competitive and innovative driving force. Successful implementation of the strategy of enterprise information directly related to the overall strategy of the enterprise. However, the problems of Enterprise Information Strategy Implementation and how to implement information technology strategy, gradually attracted attention of domestic scholars. Therefore, in this paper, select Balanced Scorecard to implement enterprise information strategy to study.In this paper, Firstly, summary the basic theory of Enterprise Information Strategy and Balanced Score card. Analysis feasibility of the Balanced Scorecard applied to enterprise information strategy implementation. Secondly, build an information strategic implementation system of enterprise based on the Balanced Score card. And A Case of HX Group, The Balanced Scorecard applied to the Information Strategy Implementation of HX Group. Finally, the author put forward some suggestions of HX Group’s information strategy implementation information based on the Balanced Scorecard.The article is divided into five parts:The first chapter is the introduction, which summarizes Research Background and significance and Trends of development of the Balanced Scorecard and enterprise information strategy at Home and abroad, research methods and ideas of this paper, and described innovative points of this paper.The second chapter is the theory summary of enterprise information strategy and a Balanced Scorecard, Firstly, introduced the enterprise information strategy and related concepts such as the Balanced Scorecard; Secondly, Analysis feasibility of the Balanced Scorecard applied to enterprise information strategy implementation. The third chapter is to build an information strategic implementation system of enterprise based on the Balanced Score card. Firstly, introduced the preparatory work before the system construction. Secondly, by drawing information strategy map to describe the strategy and measuring IT balanced scorecard to decomposition strategy and implement the strategy through specific action plan. Finally, by feed backing and adjusting the strategies to form a continuous dynamic implementation of the system.The fourth part is the case study to identify Information Strategy Implementation of Enterprise based on the Balanced Score Card-HX Group, Firstly, introduced the basic situation and information technology situation of the HX group. Secondly, analysis problems of the HX Group’s information strategy implementation. Then, build an information strategic implementation system of HX Group based on the Balanced Score card. Finally, presents some suggestions of HX Group’s information strategy implementation information based on the Balanced Scorecard, put forward some suggestions when use BSC to implementation of information strategies.The last part is the conclusion prospect, which summarizes the research of the Information Strategy Implementation of Enterprise based on the Balanced Score Card, explains the inadequacies of its and follow-up research work of this paper.
