China’s industrial and commercial department has adopted a series of effective measures and achieved remarkable accomplishments on food safety supervision. The industrial and commercial department in Taihe county, a primary administrative region, is a microcosm of supervision on nationwide food circulation. As a matter of fact, food safety regulation in Taihe is characterized by the rising number of food business, wide distribution, senior operators, low educational level, poor facilities as well as weak legal consciousness. Hence, local industrial and commercial bureau strengthens its regulations in food business access to market, food safety, illegal business penalty. However, there are still some head-scratching problems, such as weak supervision, broad areas, lack of technical equipment and profession, weak food safety awareness among rural consumers, uncooperative regulation, food business operators with low quality, covet interests and so on. On the other hand, Europe and other developed countries take food security seriously and have built an effective and tight food monitoring system on the basis of legislation and enforcement.From the following aspects, a more reasonable security regulatory system can be established and supervision of food circulation can be further enhanced. First of fall, the original enforcement ideas are supposed to be adjusted to serving economic and social development, from mere management into people-oriented flexible enforcement to protect agricultural products. Administrative guidance should be introduced into innovative ways of law enforcement to regulate operators to run legally. Affectionate legal instructions are required to reason illegal facts and punishments. Financial and material resources can be considered inclining to rural areas. In addition to the implementation of reporting system to mobilize the rural masses to form social supervision, local authority should establish responsibility system and divide regulatory areas where certain staff are responsible for routine inspections. Additional inspections may be targeted at key industries, crucial periods and specific food varieties. To solve the problem that villages under the level of town have no food regulatory system, it is necessary to extend food supervision system to villages and establish food inspection agency in the county governments, so that substandard foods and source can be quickly identified and timely settled. In system construction, a series of policies and regulations on food business operators should be strictly implemented, such as purchase ledger system, income inspection, and substandard foods out of market. Moreover, grass-root industrial and commercial departments should implement food information disclosure system and regularly announce substandard food supervision results to boost public awareness. A food business guarantee system may be created to ensure legitimate interests of stakeholders in case of consumer dispute or non-payment complaint. Eventually,"Food Security Law" should be modified, according to the specific circumstances of various provinces, to adjust the access threshold, procedures, the amount of fines and etc, in order to realize normative and efficient administration.
