The Problems And Solutions Of Rural Collective Asset Management

The efficiency of rural collective asset management is related to the achieve of farmers’ interests andthe rapid development of the rural economy. On the basis of ensuring rural collective assets’ integrity andsecurity, the agricultural economics managers and village cadres should realize rural collective assets’value added. Formerly, Shouguang only started the supervision to strengthen the management of the ruralcollective assets and achieved a definite effect. But these measures couldn’t resolve several problems of thetraditional mode of development: Slow income grow, heavy burden, low benefit and slowtransformation.Turning the strengthen supervision way to comprehensive reform can solve those problems.Based on the analyses of Shouguang rural collective asset management, this paper is combining theory andpractice to find out the problems, exploring its reasons and then making policy recommendations.Eventually, we find out that the addition of public spending, the unsound legal system, the lack of effectiveincentive mechanism cause problems during the management of rural collective asset.This paper is divided into five parts: the first chapter introduces research background and literaturereviews; the second chapter focus on rural assets’ theories and concepts; the third chapter analyses thepresent situation of Shouguang’s rural collective asset management; the forth chapter find out the problemsand explore its reasons. Finally, the fifth chapter makes policy recommendations.
