In today’s rapid development of world economic globalization and knowledge-based, human resource has become the strategic resource of enterprise development, is the key to enterprise development. Enterprises,especially state-owned enterprises,has gradually will be global human resources at the core of enterprise resources. According to human resources management play a role in enterprise management, human resource management has from the traditional personnel management phase, human resource management to strategic human resource management gradually phase shift. Therefore, based on the enterprise development strategy of human resource management gradually become the focus of attention.Z company is a large state-owned enterprise, and in a position of monopoly for a long time, the enterprise and the staff feel the pressure of competition and the urgency of the development. Due to the traditional management mode, the influence of the planned economy mode of production, in such aspects as concept, organization form and the advanced enterprise of the gap is bigger. In human resources management, the enterprise system itself has some disease, such as relatively backward personnel mechanism, procedure is not transparent,"commons" phenomenon is serious, in the company of "doing more than less" are all the same, ect, many problems causing huge loss of internal talents, make the enterprise internal insufficient amount of experienced, skilled talents, serious restriction enterprise’s development and improve the overall quality. Although at present, the enterprise managers have realized the importance of talents for the enterprise development, but for how to improve the situation also under a lot of problems and challenges.This study, from the perspective of the Z company characteristics and reasons of the brain drain, combined with the development of the enterprise and the existing human resources situation analysis, to find the Z company in strategic human resource management problems, mainly manifested in the lack of strategic human resource management planning concepts backward, talent management, recruitment and training mechanism is not sound, performance and salary system is not perfect these aspects. Therefore, from the perspective of the actual situation of Z company, how to discover talents, retain talent, develop talent has become an urgent problem in the company to realize the sustainable development.Combination of brain drain, human resource planning and other human resource related theory research, starting from the actual situation of Z company brain drain, and puts forward some countermeasures to prevent the enterprise brain drain, need from a strategic height to develop human resources plan, establishing and perfecting the talent training and development system, build a fair compensation system, the greatest degree of inspire the potential of employees and the creativity, implementation staff grow up together with enterprise.The purpose of this study is intended to put forward the Z company needs based on the company’s long-term development strategy, to build with that meet the needs of enterprise development strategy of human resource management strategy, to provide ideas and guidance for the sustainable development of water supply industry.
