Construction Of Emergency Management Model Of Coal Mine Enterprises

Coal enterprises safety situation turns better in recent years, but emergencies in coal mine still take place frequently, which leads to a hard task for coal enterprises in China to deal with emergencies timely, effectively and comprehensively. To construct coal enterprises emergency management model and apply it effectively is significant for the national emergency management policy implement, the prevention and decrease of coal enterprise emergencies and their losses as well as for promoting the sustained and healthy development of coal mining enterprises.The thesis took coal enterprise as the research object, as well as used literature reviews, the analytic hierarchy process, combination of theoretical and empirical method to analyses the current research of domestic and overseas coal enterprises emergency. The paper also studied on the characteristics of coal enterprise emergencies, and scientific classify its types. Through different views, different range, the coal enterprise emergencies were divided into types of broad, narrow, individual, organization, ground, underground, which made the classification of coal enterprise emergencies more scientific. Related measures were suggested in view of the different types of the coal enterprises, meanwhile discussion about the using of new media technology in handling the coal enterprise emergencies were also taken place.The coal enterprise emergency management system was defined as5rings system which includes5subsystems of knowledge ring, function ring, time ring, space ring and auxiliary ring based on the different stage, management organization, management division of space and technical aspects of coal enterprise emergency management, Then the paper constructed the coal enterprises "rings" structure model based on "5rings" management, and calculated the scale of different stages of management elements, made sure the priorities of each phase. The management model was also used to empirical analysis which made the emergency management of coal enterprise more comprehensive, systematic, scientific and effective, and provide reference for improving the emergency management of coal enterprises.
