In recent years, the problems of production safety in coal mines have become increasingly prominent as the community focus by the frequency of China's coal mine production safety accidents. There are many reasons for this situation, one very important reason of which is the low level of China's coal mine business management and staff quality. Thus, research on the competence of managers of coal mine enterprises has important theoretical and practical significance.After the concept of "competency" was raised by McClelland in 1973, research on "competency" became a hot topic in study fields such as psychology, human resource management, etc. This paper took the middle-level managers in coal mines as the object of study, exploring the competency of the middle managers empirically. This study collected the items of the questionnaire through literature research, organization strategic analysis, brainstorming, behavioral event interviews etc, and investigated more than 200 workers using 360'competency questionnaire in X mining group, including middle managers themselves, senior managers and employees. With the SPSS statistical analysis software, the author tested the reliability and credibility of research results and made confirmatory factor analysis. The results show that the competency model of middle-level managers of coal mine enterprises includes the six core factors, namely:personal characteristics, professional comprehensive capability, relationships building capability, management capability, organizational orientation, risk identification and control capability. On this basis, this paper analyzed the impact of some different variables factors on the evaluations of competence, such as job level, age, education, number of years in middle management.In addition, this paper applied the competency model to the human resource management system of coal mine enterprises to offer a reference for the selection, training development, performance appraisal, career planning of middle-level managers and help to improve the management level of coal mine enterprises and the overall quality of middle-level managers. This research has a certain practical significance.
