At present,the international energy structure is undergoing major changes,and the low-carbon development trend is obvious.At present,China’s economy and society are in the stage of accelerated urbanization and industrialization,and the demand for energy still has a large growth space.In a long period of time,the status of coal as the main energy will not change,mining coal will cause many problems about environmental protection and environmental governance.Green coal mining is proposed to solve the environmental problems caused by large-scale coal mining.The research on the efficiency and guarantee mechanism of green coal mining is an important content to realize the sustainable development of China’s coal industry,which is also the focus of this paper.This paper combines the green mining practice of major coal groups to analyze the case,and obtains three enlightenment of development through deep interpretation,which lays a structural foundation for the subsequent chapter research.This paper puts forward three major problems in the field of green mining,one is to realize the resource and reuse of mine waste;the second is to evaluate the efficiency of green mining;the third is to construct the green mining guarantee mechanism.The investment and economic benefits of green mining are the major bottlenecks that restrict the wide and deep implementation of green mining.Therefore,the combination innovation of financial innovation and market operation mechanism is an important part of the guarantee system of green mining.Firstly,the paper establishes the theoretical basis of the green mining evaluation system of state-owned coal enterprises.Based on the concept and connotation of green mining,the paper establishes the subsystem efficiency evaluation index of green coal production based on the system and synergy effect,and establishes the evaluation standard of subsystem cooperation mechanism among the green mining subsystems.Then,based on the cognition of the connotation,application field and constraints of different efficiency models,an improved DEA model,nonparametric efficiency calculation model,is adopted to evaluate the green mining efficiency of coal.The concept of synergy of two systems efficiency is proposed in this paper.The higher the efficiency of mining efficiency is,the higher the green mining efficiency of coal enterprises or the lower the synergy is the enterprises that need to be changed and adjusted.Based on the quantitative evaluation,the dynamic game model between green coal mining and supervision departments is built and the equilibrium process of green mining and supervision is analyzed.From the perspective of government and Enterprise Co governance,the mechanism of green mining security is improved and optimized.This paper introduces and applies evolutionary game model to construct influencing factors,value matrix,dynamic equation,parameter and constraint design,Jacobian matrix solution and numerical simulation.It reveals the optimization direction and the basis of strategy selection of the regulatory mechanism of green coal resources exploitation in China.On the basis of scientific analysis,the paper also discusses the coordination of green mining in China The construction and optimization of the same governance mechanism provides reference and path.Finally,it is one of the focus of this study to promote the construction of green mining security mechanism from the perspective of financial support.With the help of case study,this paper analyzes and constructs the innovative design framework of ABS financing mode based on PPP mechanism of SJ green mining project,and proposes a PPP + ABS coupling structure of financing mode innovation.Finally,the paper gives the areas that need to be improved and further studied in the future from three aspects. |
