Study On Industrial Transforming Of Coal Mining City Based On Integrated Strategy Of Local Government And Mining Enterprises

The industrial reforming of coal mining cities were hot issues of academic research.There are many coal mining cities and a great number of populations in China.If the coal resource exhaustion while the urban decline,it will promote a series of economic,ecological and social problems.If the coal recourses could be mined by reasonable planning,it would have a positive significance to industrial transforming of the city and have academic value.This paper chose multidisciplinary research,literature analysis,qualitative and quantitative analysis,dynamic and static combination,model method,theoretical and empirical research methods to analyze how to use the integrated strategy to promote the industrial structure reforming of Shuozhou city.By analyze the advantage and disadvantage and rules of industrial development of Shuozhou,we assessed the development and degree of integrated strategy and set up a game model of Integrated strategy and put forward some system suggestion.The results of this paper were:(1)The strategy of industrial reforming of coal cities must combine their own advantages and disadvantages as well as the external environment.The strategy need combine its own advantages and use the policy opportunity and learnt successful cases from other coal cities.The government need to solve the problems of land,ecology,industry,labor and use an actively attitude to face the regional competition.The key point of transforming success contains the improvement of labor supply,the implement of the integrated strategy and the restoration of ecological environment.(2)This paper analyzed the quantity of industrial land supply and the spatial distribution of industrial population based on Core-periphery theory.The results showed that the quantity of industrial land supply was influenced by economic situation of coal.The distribution of industrial land shown a ternary structure,and two polarization zones include urban and coal mine area.The result also shown coal mine area had ability to attract the elements of production,then the urban was lack of ability,so the polarization and diffusion and a trickledown effect disappeared.(3)This paper analyzed the population of Shuozhou city industry space formation,the results showed that the industrial population in Shuozhou fonned a non-coal industry population,highly educated governor and enterprise managers,low educated and poverty agricultural population,the coal industry population and the retirees,and each group showed an obvious distribution characteristics and regional characteristics of population.(4)This paper set up an evaluation system of Integrated strategy,The system was divided into two subsystems which contains six criteria layer and 32 indexes,We chose entropy method to give weight.The results showed that the development trend of Shuozhou can be divided into four stages.The integration value ranged from 0.3683 to 0.6125.The degree of integration was between extremely uncoupled and the verge of recession.The coordination value ranged from 0.2615 to 0.4113.The degree of coordination was between grade Ⅲ moderate maladjustment and grade Ⅴthe verge of maladjustment.The results of grey correlation analysis showed that the government can improve the economic situation,industrial pollution situation,investment situation in scientific research of enterprises and social service and security situation to promote the degree of integration.(5)The result of traditional game theory showed it was unable to realize the integration.The result of this model showed that under the circumstances of the interests of the coal industry can be predicted,we can get the interval of obtaining the optimal solution.We made quantitative analysis of "the achievement of hunger and thirs" and "Fair appeal" influences on decision maker’s behavior and showed the government won’t pay attention to the development of the alternative industry and the psychological behavior pattern of other enterprises is also an important factor to be considered by the government to determine the supply of production factors.(6)The integrated strategy is a systematic project.This paper put forward some suggestions on the strategy from 5 angles such as economic development,ecological environment protection,social development,urban construction and management.
