Shanxi is the coal-rich Province, an important energy base of our country, with lots of related industries, so the coal industry plays an important role on local economic development and coal supply in our country. In recent years, however, affected by the downturn trend of global economic situation and the adjustment in international energy structure, coal prices continue to decline even close to the cost line, which lead to greatly reduction of firm’s revenue. To save this situation, in macro level, the state and local governments have issued a ban local coal inspection station, and other measures to reduce the tax burden on coal prices; in micro level, coal enterprises make various measures to promote the production and improve firm’s internal management, through which improve enterprise’s ability to resist risks from market. To strengthen the enterprise’s internal management, we must improve firm’s human resources management. As an important part of human resource management, reasonable compensation system can reduce enterprise’s operating costs, increase employees’ motivation, and finally promote firm’s healthy and stable sustainable development, whereas, if the enterprise compensation plan is not reasonable, it will limit firm’s development,so it is very important to establish scientific and sound compensation system. When establish compensation system, we should depend on enterprise actual situation, meet development needs of the enterprise itself, and optimizing adjustment of salary system according to the change of situation. Based on the existing problems in current salary management system, the firm improve its compensation system and make it more reasonable, thus enhances the working efficiency of the enterprise employees, the core competitive ability of firm, promote healthy and continuous development of enterprise.In this paper, we focus on the Electrical and Mechanical Branch Coal Mine Group A, by taking various methods, such as interviews, research and so on,we have understanding about the basic situation of enterprises, the states of human resources and salary levels.Combining with related payment theories, we analyzed existing problems in the coal enterprises to pay, and found the main problems in the target enterprise are:lack of fairness in compensation system, lead to high turnover rate of employees; irrational Salary structure, not the full implementation of performance appraisal; unreasonable salary system standard level, not broadband pay system; incentive compensation mode single, lack of long-term incentives; association system is imperfect, institutional binding and poor execution. Starting from these five issues, in-depth analysis of the root causes of the problems, if not establish a modern enterprise system in a real sense, the concept of human resource management needs to change, the implementation of the pay system is not in place, the wage standards are not clear on the difference between the work environment considered inadequate, unreasonable ways to reduce costs. Combined with the actual business, using interviews, realistic and time measurement methods, in accordance with the principle of competitive external, internal and impartiality principles for motivating employees with the principle of equal pay principles for remuneration system optimization.
