Currently, enhance the quality of social and economic development, and become thetarget of public policies at all levels of Government in China. Public policy, is the policiesadopted or options made by public organizations such as governments in a specific period oftime to address certain public problems. The governments referred to here areservice-oriented. On the basis of democracy, in order to adapt to modern market economy,governments and other public organizations established the model with serving communityand serving people as basic functions. This is what we called a service-oriented government.The public policies established by a service-oriented government should improve socialistmarket economy system while following the requirements of Scientific Outlook onDevelopment. A service-oriented government is of the following features:(1) Limitedness.Functions of a service-oriented government are limited, certain rights must be given back tothe society as well as the market. Therefore, industrial unions, think tanks and institutionsmust be involved in policy making and provide maintenance public services and publicproducts;(2) Rule of law. A service-oriented government should make all policies andprovide all services abide by the law. Only a government administrates according to law is anefficient government which can implement earnestly its public policies. The decision-makingprocedure of a service-oriented government must be (1) scientific. Policies should bewell-directed and meet the demand of industrial development;(2) democratic. Theinvolvement of multi-shareholder associations, unions, businesses and think tank experts indecision-making and supervision can reduce errors made by governments duringdecision-making. This essay studies that what public policies should Foshan, aservice-oriented government, establish and what kind of public services and products shouldbe provided to promote the development of local logistics industry.Although Guangdong is a developed province in China, a sound market mechanism hasnot been fully established yet. Its current model is a transitional market economy, which isliterally a semi-market economy mechanism. In terms of logistics industry, the government plays a mandatory role with a lot of interventions. The government and market complementeach other, the former can patch up the flawed market mechanism. Foshan city ranks the thirdin Guangdong’s total economic output with majority contributions from secondary andtertiary industries. Manufacturing and trade businesses are highly developed with productsselling to every corner of China as well as the world, representing a share in both domesticand overseas market. In this manner, modern industrial clusters with competitive edge havebeen formed gradually. According to the requirement of Scientific Outlook on Development,relying on its unique geographical advantages, strong logistics foundation and developedindustrial hinterland, under the central government’s macroeconomic control and guidance,Foshan government should make a scientific plan to promote the development of logisticsorganizations, introduce advanced logistics technologies, adopt proven practical policies athome and abroad and cultivate logistics cluster with strong competitiveness, developingFoshan into a key link in international logistics network as well as a pivot to Pearl RiverDelta (PRD) in building a nation-leading modern logistics operation center and service hub ata time when logistics industry is fledging in PRD.However, the many existing deficiencies in logistics policies, such as the lack of targetedguiding policies, government investment in public services and provision of public products,result in a great barrier to developing logistics industry in Foshan. Based on original policies,this essay studies new policies and regulations to improve the informatization, managementand technical levels of logistics industry and reinforce proportionate building of industrialintegration, operation, innovation and resources integration capabilities, so as to practicallyreduce social costs.This essay consists of5chapters analyzing logistics policies in Foshan. Chapter I isintroduction, explaining the research background and significance, current status at home andabroad, relevant concept and theoretical basis, research methodology and innovation. ChapterII analyzes Foshan’s economic development and current situation of its logistics industry interms of industrial structure, economic environment and environment of competition. ChapterIII analyzes the constraints and potential for development of current logistics policies of Foshan. Chapter IV analyzes the logistics industry in developed countries, mainly focusingon the development status in the U.S. and Japan, borrowing their experiences ingovernmental supporting policies so as to further improve the logistics policies in Foshan.Chapter V gives detailed strategies to beef up Foshan’s logistics industry.
