In the world’s economy system today, the industrial clusters have constituted thebasic space economy framework of the developed countries, and have become one of theengines that drive economic growth. In the1990s, this phenomenon not just exists in thedeveloped economies, also emerging into the new market---developing countries.According to the study of domestic and international literature about industrial clusters, itis mainly concentrated in the developed economies and national level, but not enough tothe developing countries on industrial clusters, especially in the regional industry clusterof these countries. Take the Industrial clusters of Guangdong Province for example,domestic scholars usually take advice and suggestions on the point of internationalexperience,but on the question of how to involve in the industry cluster of localgovernments, how to position its functions, and how to avoid "short-sighted", they havedifferent opinions.As the manufacturing base of Guangdong Province, Foshan has its owncharacteristics in industrial clusters type, model, geographical distribution and culturalenvironment; so developed study into the law of Foshan industrial cluster, screening therole of local governments and clarifying the relations between government and enterprisewill help to improve the scale and quality of industrial clusters, and the government’sdecision making about industrial clusters will be more targeted and scientific.On the basis of literature summary, we recall how the Fosan government to promotethe development of industrial clusters, such as making plans of industrial clustersdevelopment, attracting merchants and investment, encouraging technological innovation,and improving public infrastructure, leading into the intermediary services organizationand promoting the building of guild. At the same time, we describe the government’ noneaction in the industrial clusters, such as the private interests in policy making, insufficientsupply of public goods, preferential policies, comparisons contest and administrativebarrier. To these shortcomings and deficiencies, we detail the recommendations of Paretoimprovement in the fourth part, including clarifying government-enterprise relations,screening the development stage, type and mode of industrial clusters, introducing and building a powerful intermediary service organizations, building a perfect property rightssystem,fostering the core cultrate, improving the financing market environment, andencouraging the brand building of clusters.
