In recent years, China’s medical insurance system develops rapidly. The participants of Basic medical insurance for urban workers, urban residents basic medical insurance and new rural cooperative medical insurance is over1.3billion. Medical insurance now achieves a nation-wide system. With the rapid development of economy and society, personnel mobility becomes more frequent. It is much concerned with the social security of migrant employees. The three-medical-insurance system is subordinated to different administrations, which own co-ordinate regions. The system also respectively covers the urban workers, non-employed urban workers, urban and rural residents. This institutional design apparently results in the connection inefficiency of medical insurances in different areas and local system. It is impossible to realize national use for migrant employees. It is not only a problem of medical insurance transfer, but also of complicated procedures and low payment when one has national treatment. The problem of medical insurance transfer becomes a critical factor in restraining of free mobility, which calls for an urgent reform.A method of qualitative research and empirical research has been applied in this paper. It focus on the current situation of medical insurance transfer and renewing in Yunnan Province by adopting social policy for development and social integration theory, analyzing data from medical insurance transfer and renewing, national treatment. The aim is to identify the problems and causes and to make solution from the aspects of institutional design and administration. Policy recommendations will be made from the following five aspects:to improve the level of medical insurance co-ordination, to establish adjustment fund of medical insurance transfer and renewing, to integrate urban and rural medical insurance system, to consummate national treatment management and to enhance medical insurance informationalized level.
