With the continuous development of economy emerging forms of labor dispatching labor should be formed.Labor dispatch industry in our country,the development of short time faster,the our country present law dispatching in staff should enjoy the same benefits with formal worker,but in practice there will be many problems,resulting in labor dispatching employee rights and interests are harmed,basic interests protected.Social endowment insurance is the state and society in order to solve the laborer due to old age withdraw from the field of labor after the economic security problems and establish the social security system.It is the important social and economic policy that is related to social fairness and stability and is related to the economic efficiency in order to remove laborer worries.Therefore,for a country or a region,the worker can fairly enjoy the social endowment insurance system is of vital importance,which made labor dispatching employee social endowment insurance problems become a necessary task in the study of social security.Jilin province as the old industrial base,labor dispatching labor amount is larger,nonstandard recruitment,employees' rights and interests of damage is serious,therefore,for dispatching employees in Jilin province as an example of social endowment insurance problems of research have certain representativeness.Based on the social justice theory,maslow's hierarchy of needs,labor migration theory as the theoretical basis,in Jilin province labor dispatching employee social endowment insurance problems as the research object,through the interview method,questionnaire survey and literature analysis method,at this stage of Jilin province for dispatching employees of social endowment insurance on the basis of the analysis of current situation and problems,from the perspective of individuals,government,system of Jilin province labor dispatch staff analyzes the causes of problems of social endowment insurance,and put forward the perfect labor dispatching employee social endowment insurance system of the corresponding countermeasures.Through investigation and analysis in this paper,it is concluded that Jilin province labor dispatching employee social endowment insurance rate is 70%,and ginseng protect time significantly less than the employment,the problems in enjoy social endowment insurance,endowment insurance rate is low,ginseng protect time poor continuity,low level of endowment insurance expends,relocate the problem such as endowment insurance rights and interests in the process of severely damaged,the causes of these problems mainly include insufficient government regulation,lack of the related laws,old-age insurance system is not perfect,and labor dispatch staff own obstacles.To this,this article put forward the reform of the worker system of social endowment insurance expends,set up the standard employment recruitment management,strengthen the social endowment insurance policy on dispatching employees propaganda;To speed up the labor dispatching employees endowment insurance establishment of relevant laws and regulations,increase the intensity of punishment for violations of the law,improve the cultural quality of the labor dispatching employee stability,increase their employment training employees for the understanding of social endowment insurance ginseng protect awareness,etc.
