A Countermeasure Research On The Support Of Agricultural Development Bank Of China For Grain Industry Chain Development Of Jilin Province

Jilin is a large agricultural province which makes an enormous amount of grainproducts. Over the years, it ranks at the top of the national list in the fields of graincommodity rate, grain per capita, grain take-out quantity and corn exports, which hasmade it the real national granary of China. The development of grain industry of Jilinis not only related to improving agriculture efficiency and increasing farmers’ income,more importantly, it is connected with the national grain security. Recently, the grainproduction of Jilin has stepped into a new stage. With the implementation ofincreasing5billion kg commodity grain project, the annual grain yield will bestabilized at over30billion kg. For many years, Jilin Province has been confrontedwith the problems like the overwhelmed public finance, the high grain safekeepingfee, the low grain conversion rate as well as the slow increase of farmers’ income. Toresolve these problems, Jilin Provincial Party Committee and Government proposethe new ideas of using industrialized thinking to plan agriculture. They have designedmany measures to promote the development of grain industry, so as to extend thegrain industry development chain and accelerate the pace of grain industrialization.As the agricultural policy bank, in the developing process of grain and oil industry ofJilin, ADBC has the responsibility to exploit the advantage of policy bank, to solvethe major problems of the development of grain industry chain, so as to make ADBCthe leading bank to support the whole industry chain development of Jilin. The aboveare not only the important work contents of ADBC to perform the duty of the policybank under the new environment, but also the significant measures for ADBC toimplement the national macro-control policies, promote the ‘three-industrializations’of Jilin Province and balance urban and rural development. In the first place, this paper starts from the present situation of the grain industrychain, analyzes the active achievements and existing restraining factors for it. Itclarifies the realistic meanings of promoting the development of grain industry chainin a large agricultural province like Jilin from the following aspects: developingmodern agriculture, guarantee the national grain security and carry out thefarm-friendly policies. Moreover, it proposes the strategic location of the agriculturalpolicy bank to support the grain industry chain development of Jilin Province. In thesecond place, this paper conducts a comprehensive analysis of the restraining factorsfor ADBC to support the whore grain industry chain development of Jilin Provincefrom the limits of the following four aspects: the layout and environment of thedevelopment of the grain industry chain of Jilin Province, external conditions andpolicies, the management and organism of the enterprises in different links of thegrain industry chain and the loan supporting mode of ADBC. Then, according to theanalysis of the present situation of the grain industry chain development of JilinProvince, the achievements of ADBC to support grain industry development, the funddemand of the grain industry development and the supporting strategy and methodsof ADBC, this paper combs and analyses the major problems for ADBC to supportgrain industry development. In the third place, it puts forward the countermeasuresand suggestions for ADBC to support the development of grain industry chain of JilinProvince, especially the suggestions for ADBC to strengthen the national and localsupporting policies, implement the whole industry chain customer layout, completecredit management mode and measures, create credit products and reinforce contractco-operation.Promoting the grain industry chain development is the vital means of helpingJilin Province to complete the transformation from traditional agriculture to modernagriculture. It is the main task of quickening the industrial structure adjustment, andthe major way of realizing the increase of famers’ income, grain production andagriculture efficiency. To narrow the gap between urban and rural areas, to balancethe development of both areas, the support for agriculture needs to be strengthened.Through reinforcing the support for grain industry chain to further the development ofagriculture and rural economy is a valid measure which can be explored and perfected constantly. During this process, as the agricultural policy bank, ADBC has the vastspace and stage. As a result, it should base on the resource advantage of Jilin Provinceas a large grain province, give full play to its management and capital advantage, andcreate the internal and external environment and conditions for the development ofthe grain industry, so as to promote the grain industry’s rapid, healthy and sustainingdevelopment in Jilin Province.
