The importance of scientific management for the development of company hasbeen widely recognized. In addition, the performance management draws more andmore attention from academic world and business circles. The research andimplementation of human resource management started late in our country and thenumber of enterprises which have perfect and effective human resource managementsystem is still very small in proportion at present. China General Nuclear PowerGroup (or CGN group for short), a clearer energy company in China which is underthe regulation of State-owned Assets Supervision and Administration Commissionand mainly focuses their business on nuclear power, is gradually building its ownperformance management system.Firstly, the paper elaborate the related concepts, basic method, theorydevelopment and practice of the performance management by applying the documentanalysis method. Then it draws a conclusion that the performance management hasentered the stage of strategic performance management and sums up that a completeperformance managenment sysytem should include three main aims, four links andfive key decisions by reviewing related documents. Secondly, the paper uses literatureresearch method, empirical study, normative study method and other methods toanalyse the performance management of CGN. In this part, the paper mainly pointsout the problem and crux of present performance management of CGN and draws aconclusion that only if we bulid the performance management system based on thebalanced scorecard can the company effectively overcome the problem and crux andcreate the best possible results of the company’s long-term development and strategy.Thirdly, the article introduces the significance of the stategic performancemanagement based an the balanced scorecard and describes the core content andconstructive principle of the balanced method. After that, the article puts forward thesteps and methods to build the new performance management system of CGN group.Finally, the paper summarizes the full text of the article and indicates that theconstruction of the performance management system cannot be the same. Differententerprises should build their own performance management systems according totheir own characteristics.
