The meaning of Human Resource Plan is to predict an organization scientifically and to analyze the human being’s supplies and demands in the changing environment, and to establish essential policies and measures in order obtain all kinds of man at the right moment and the right post (including the quantity and quality), and to benefit the organizations and individuals for a long time, HRP is the fundamental work of Human Resource Management, and also the precondition, and also the precondition of all HRM work.With the development of world economic integration, small and medium enterprises the opportunity to participate in international competition more and more. Especially in the current international financial crisis continue to develop, the growth rate slowed down the economic development of the situation, small and medium enterprises to competition at home and abroad in a invincible position, it is necessary to strengthen the strategic management of enterprises, standardize enterprise infrastructure management, scientific and rational manner the development of human resources planning. DongGuan Karwo Toys Co, Ltd, due to human resource planning in place, restricting the further development of the enterprise.Applying human resource programming theories, this text analyzed the current management and the human resource and pointed out the main problems and the reason behind DongGuan Karwo Toys Co,Ltd. Using the human resource programming theories and combining the present condition of the enterprise, taking enterprise strategy as its target,this article forecasts the human resource requirement of the enterprise, by a combination method of mathematics model, experience method, and present condition programming method; Analyzed human resource supply and predicted the internal human resource supply. Unbalance structural of future human resource needs and supply and provides a plan to keep the supply balance of human resources in DongGuan Karwo Toys Co, Ltd, and designed a guarantee system of the human resource project. And proposed a series of measures to secure the implementation of human resources, such as promotion plan, adding plan, training and development plan, allocation plan, succession plan and career plan and so on, and also a series safeguards like organizational structure optimization, process optimization, three changed&four fixed and human resources information systems to ensure the implementation of human resources and put into effect.This case study about this enterprise has some representation and the human resources planning of this enterprise also can offer some reference and help to the similar enterprises.
