With the continuous development of industrial civilization, especially after1990s which isthe high tide of CSR movement, a common sense has been reached among the academic circle,industry circle and the public to speed up the establishment of CSR and promote the harmony ofthe society. The corporate has changed its traditional role of maximizing stakeholders’ interests toan interest community consisting of several stakeholders. Not only should the corporate createthe profits and be responsible for the stakeholders, but also it should bear the social responsibility.At the same time, the corporate being a sub-system of the entire social system, its development isheavily influenced, restricted and promoted by the government, social organizations, publicopinion and the public. Though the corporate is the main body in the building process of CSR,the building of CSR will be one-sided, separate and incomplete if we discuss the CSR only fromthe corporate’s view and do not take the function of government, social organizations, publicopinion and the public into account.Adopting the method of empirical research, this paper chooses Xiaoshan District, Hangzhouas the research object and makes a study on the social cognition of CSR in4dimensions, namely,the government, social organizations, public opinion and the public. The purpose is to review thesocial cognition level of the current CSR and the existing issues and raise the correspondingsuggestions. Besides, this paper aims to search for a construction mechanism of CSR participatedby the corporate and all aspects of the society and provide some references to the building ofCSR in our nation.
