Agriculture is the lifeblood of the national economy. Strengthen the construction of small irrigation and water conservancy investment is an important guarantee of the vigorously development of agriculture and the incensementof income of grain,it’s also the important measures to adjust industrial structure and modernize the farmland.But at present the small irrigation and water conservancy construction investment our country is facing several problems, because of what the system is unable to full play its utility such as the insufficient investment in general,the investment decision-making mechanism is not perfect and the investment main body responsibility is not clear. Therefore, how to improve the investment performance of small irrigation and water conservancy, has very important theoretical and practical significance.This assay made theory analysis of the performance evaluation of investment of small irrigation and water conservancy, at the same time, also analyzed the economic characteristics and the present situation of investment based on economics theory includes the Customer satisfaction theory, the Public product theory, the Investment performance theory.Combined with the survey data of the hunan,hebei,shanxi and zhejiang.the writer did in-depth research of the investment performance of farmers’ satisfaction perspective, and put forward countermeas ures.This article is divided into six chapters:The first chapter is introduction, including the selected topic background, research significance, research status at home and abroad, research ideas, research contents and research methods. The second chapter is the theoretical basis for performance evaluation of small irrigation and water conservancy investment, detailed introduces the concept of small irrigation and water conservancy and relevant theories, including the Customer satisfaction theory, the Public product theory, the Investment performance theory. The third chapter is an analysis on the economic characteristics and the investment of small irrigation and water conservancy.The fourth chapter is based on the research of factor analysis and multivariate linear regression analysis on the data from the research, used farmers’ satisfaction time analyzed the investment performance and its influencing factors. The fifth chapter is based on the experience in investment, fund-raising mechanism and the mechanism of government subsidy of Japan, South Korea and China Taiwan,concluded that to improve the national small irrigation and water conservancy investment performance.
